Allow Formula 1 Teams to Run One-Off Liveries

The Issue

Livery changes have halted due to the slow process of getting liveries approved. I believe the livery laws must be reformed because liveries benefit everyone in the sport.

Efficient System: Currently, all cars must have the same liveries unless they get approval from the F1 Commission, made up of other teams. I propose that a committee of race directors and other experts take over approvals. Having this group of experienced officials should expedite the process while still ensuring no "confusing" liveries are run.

Limited Number: I also believe that there should be a limit on the number of one-offs run per team. This should force teams to put lots of thought into their designs and ensure changes do not become a marketing gimmick.

Benefits:
- More attractive cars
- More coverage for teams, sponsors and race organizers
- Attracts more fans and sponsors to F1
- Subsidizes the cost for having a F1 team

F1 regulations are an experiment. Throughout racing we experimented with refueling, engine formulas, DRS, new qualifying formats and even a double-points finale. This idea deserves a shot.
