Torbay Council disallows dogs to be on the beach between May and September. 

Permit dogs to access the beaches off-peak during the hours of 7pm and 7am daily.

This allows for the general public and tourists to use the beach uninterrupted during the day, whilst dogs and their owners alike can use the beach late evening and early mornings.
