It has been reported that those in immigrant detention are being subjected to appalling conditions, including, but not limited to a lack of hygiene products, lack of medical care, insufficient nourishment, unsanitary living environments, etc. On November 5th, 2025, a Chicago-based federal judge ruled that detainees must be protected by strict hygiene and cleanliness standards for their facilities, as well as having access to legal representation; however, there has been no legal protection concerning their access to the sacraments. The sacraments are a key component of the Catholic faith, and not allowing detainees to take part in them is denying them their right to religious freedom. Broadview, a detainment facility in Chicago, has refused to let the local Catholic clergy minister the Holy Eucharist to its detainees. This is a violation of their First Amendment rights, which non-citizens do have, according to AAUP v. Rubio. 

We urge you then, to allow the Catholic Clergy based in Chicago the right to administer the Holy Eucharist to Catholics in Broadview. There has been progress made, with Catholics in the community protesting outside of the detention center, but not enough. We, the undersigned, believe that no eligible Catholic should be refused Communion, and that it's imperative for you to allow it.
