The Issue

Hello! My name is Clayton Davis, a dedicated business owner in the heart of Oelwein. I run 365 Services LLC, a contracting company primarily focused on rental remodeling but available to all, and I also operate C&G’s Reclaimed, a local retail store. Today, I am addressing  an issue that significantly impacts my businesses and the wider community—the ban on ATV use within our city limits.

Currently, Oelwein enforces a strict policy prohibiting the use of all-terrain vehicles (ATVs) both recreationally and commercially inside city boundaries. This restriction hampers local businesses like mine, especially those of us who rely on versatile and efficient modes of transportation to deliver our services and complete our jobs efficiently to our valued customers.

For many business owners, ATVs are an essential tool, offering a flexible and cost-effective way of transporting goods, especially in a compact area like Oelwein. Permitting ATVs for commercial use would not only streamline operations for existing businesses but could also attract new entrepreneurs looking to establish operations in the area at a reasonable cost.

Commercial consideration aside, allowing ATVs for recreational use could enhance the quality of life for our residents, providing them with accessible outdoor activities and bolstering the local tourism market. Personally  i wanted an atv to beable to take camping as allowed at location like backbone but prohibited to use within city limits driving consumers to the side-by-side market instead. Communities that have embraced responsible ATV usage often report boosted local economies and more vibrant neighborhoods due to increased civic engagement and outdoor community events. Look at all the motorcycle lovers who constantly talk about "wind therapy."

I'm not suggesting we allow ATVs to operate without regulation. On the contrary, a well-regulated framework could be established to ensure safe and responsible use as that which regulates the use of UTV/side-by-side. This might include designated ATV routes, adherence to existing traffic laws, noise control measures, and strict enforcement of speed limits. Neighboring communities have successfully implemented such measures, proving that they are both feasible and beneficial.

Refusing to consider ATVs limits our city's potential and unfairly restricts the tools available to us as hardworking citizens. Utv/side-by-side have a cost far greater then that of an atv often double the price.  Let's pave the way for a more inclusive and economically vibrant Oelwein. I urge the City Council to revisit this policy and to allow for the thoughtful integration of ATV use within our city limits. By signing this petition, you can join me in encouraging a policy that supports the growth of our local economy and enhances the quality of life for all residents. Please sign and help make a change.
