Allow a mother to reunite with her daughter battling cancer

Jenny Timeus, an Haitian citizen living in London, UK is currently in a hospital bed in London, fighting stage 4 pancreatic cancer. What she needs most right now is her mother. But her mother, Eliana Leonce Francilia, Haitian citizen has not been able to see her daughter for nine years. Now, when Jenny is facing the most critical moments of her life, her mother is still unable to reach her. Eliana is trying to travel to Santo Domingo, Dominican Republic in order to attend a mandatory biometric appointment required by UK Visas and Immigration. This appointment must take place in person at the VFS Global Visa Application Centre before the United Kingdom can issue a visitor visa. 

Her first appointment was scheduled for 9 March 2026, but she was unable to attend because she could not legally travel to Santo Domingo without a salvoconducto (safe-conduct permit).

Her appointment has now been rescheduled for 16 March 2026, but without urgent authorisation to travel, she may miss this appointment too.

Jenny is currently receiving treatment at University Hospital Lewisham, part of Lewisham and Greenwich NHS Trust. A daughter facing such a serious illness should not have to do so without the support of her mother, especially after nine years apart.

We are respectfully asking the Dominican authorities to grant Eliana Leonce Francilia a humanitarian salvoconducto so she can:

  • Travel legally to Santo Domingo
  • Attend her visa biometrics appointment on 16 March 2026
  • Stay temporarily in Santo Domingo while her visa is processed
  • Depart from Santo Domingo to London once her UK visitor visa is granted  

All arrangements have already been made:
Eliana has a confirmed host in Santo Domingo who will provide accommodation until her flight.
Her family has sufficient funds to pay for the journey and support her stay in the United Kingdom.
She will fully comply with immigration rules and return home after her visit.
 

This is a humanitarian request.

After nine years without seeing each other, a mother, daughter and two young grandchildren aged 8 and 12 deserve the chance to be reunited during such a devastating moment.
