This is an important ordinance to get implemented for renters in the city because if the rental unit you are renting gets tagged unfit for human habitation by the city due to the landlord's neglect you will be forced to vacate the premises and find a new rental. Most are living paycheck to paycheck and can not afford security deposit plus months rent and then moving expenses on top of it all.
