The Allentown Tenant Association is petitioning the city of Allentown, PA to implement a tenant relocation ordinance that will require landlords to pay relocation costs for tenants that must relocate when the rental is deemed uninhabitable by code enforcement due to landlord neglect to correct the code violations that cause the rental to be deemed uninhabitable.

If the landlord refuses to pay the relocation benefits to the tenant, the local or state government would either place a lien on the property owned by the landlord or seize the landlord's assets.

Tenants have a matter of days and sometimes hours to find housing when city of Allentown inspectors shut down rental properties. When tenants don't have the funds to pay for housing, they turn to non-profit agencies for funding. 

Renters who cause the property to fail inspection aren’t eligible. Renters would be eligible if the property is deemed uninhabitable due to the landlord's neglect. This takes the penalty away from the victim and places it where it belongs.

Any good and respectable landlord isn’t going to allow this to happen. They will not suffer any consequences as a result of this because they’ll maintain their property. This ordinance would really only effect slum landlords and absentee landlords who fail to maintain their rental properties.
