To the United Nations, international human rights organizations, democratic governments, civil society organizations, and all concerned parties,
We, the undersigned citizens, members of the Kashmiri diaspora, human rights advocates, and supporters of democratic principles, submit this urgent appeal regarding serious concerns arising from recent events involving peaceful activists, protesters, and representatives associated with the Jammu Kashmir Joint Awami Action Committee (JAAC) in Azad Jammu & Kashmir.
These developments raise significant concerns regarding the protection of fundamental civil and political rights, including the right to peaceful assembly, freedom of expression, political participation, due process, and the treatment of public representatives.
We express deep concern that individuals participating in peaceful civic movements and public advocacy have reportedly faced intimidation, restrictions, arrests, and the suppression of their democratic expression. JAAC and similar civic groups are widely regarded by many citizens as representative voices of public grievances, and any action affecting them has serious implications for democratic participation and civil trust.
We further note with grave concern that recent reports and emerging accounts from eyewitnesses and media sources allege the use of excessive and potentially lethal force during protest-related incidents. These reports include claims that 150 -200 civilians may have been killed/seriously injured in Rawalakot during last night demonstrations.
Additional allegations circulating among communities suggest that there may have been attempts to obstruct the retrieval or identification of deceased individuals, and that persons attempting to assist or recover bodies may have faced further violence. If verified, such allegations would represent extremely serious violations of human rights and international standards governing the protection of civilians.
We emphasize that these claims require urgent, independent, and transparent investigation by credible international bodies. We do not present these allegations as established facts, but as serious concerns raised by multiple sources that must be thoroughly examined.
We affirm that:
The protection of human rights is fundamental and non-negotiable
Peaceful protest and civic participation must never be criminalized
Public representatives and civic movements must be treated with respect for democratic principles
Any use of force must be lawful, proportionate, and independently reviewed. Accountability and transparency are essential for public trust.
We respectfully urge the relevant authorities, the United Nations, and international human rights organizations to take the following actions:
Initiate an independent, impartial, and transparent international investigation into all allegations of human rights violations in Azad Jammu & Kashmir.
Ensure accountability for any unlawful use of force, arbitrary detention, intimidation, or violations of due process established through credible investigation.
Protect the rights of peaceful assembly, freedom of expression, and political participation for all citizens of Azad Jammu & Kashmir.
Ensure the safety of civilians, protesters, journalists, medical personnel, and individuals assisting victims during demonstrations.
Review and address any detentions carried out solely for peaceful political or civic activity, in accordance with due legal process.
Facilitate meaningful dialogue between authorities and legitimate representatives of civil society, including JAAC and other community voices, to resolve grievances peacefully.
Establish or support independent monitoring mechanisms to ensure ongoing observation of the human rights situation in the region.
Reaffirm international commitment to the protection of democratic rights and the long-term political and civil aspirations of the people of Jammu & Kashmir.
This petition is not a call for violence, division, or hostility. It is a peaceful appeal for justice, accountability, and the protection of fundamental human dignity.
We believe that sustainable peace and stability can only be achieved when the rights, voices, and concerns of the people are genuinely respected and addressed.
The people must not be unheard.
