The Fifth Circuit Court of Appeals is just bat shit crazy, they continually flaunt mainstream precedent, and is the most overturned court in the United States.  The majority of the Justices have a lifetime appointment, and impeachment is messy, so lets just redraw the boundaries of this court's jurisdiction

We the people hereto demand that the current 5th circuit should have whole and exclusive jurisdiction over (one)1 square mile of swamp in the center of Louisianna, and the offices and official chamber shall consist of no more than 3 mobile homes, supported by no more than 12 empty kegs of beer per official building.
