With an objective to universalize Primary Education all over the country, the Sarba Siksha Abhiyan Mission (SSA) was launched during the year 2000. Remarkable achievement has been made in the state of Assam in the field of Elementary Education after launching of SSA in the year 2002-03. The employees of SSA Assam the real contender of all these achievements as the employees are the back bone of any organization.
The SSA started with a mission mode and the employees engaged are as per SR&FR 2002-03 through a formal 3 tier recruitment process. The unquestionable integrity, dedication and honesty of the SSA employee has lead a remarkable progress in respect of access, retention, quality and equity in the state of Assam.
The innovation and extra ordinary deeds through the employees are- conducting TET exam and subsequent engagement of nearly 50,000 TET qualified teachers in SSA, timely distribution of Free Text Book (FTB) to 55 lacks elementary students, digitization of student’s data of same no. of students, digitization of HR data of 1.5 lacks teachers, GIS mapping of all 50,000 schools and over and above successful conduct of “Gunotsav 2017” reflects the quality and ability of SSA employees.
On this above ground the regularization/absorption the services of SSA employees is a long standing demand which was also supported by MHRD and RTE Rules, Assam. The Govt. of Assam further constituted a committee headed by Principal Secretary GOA to examine the issue of integration of SSA with regular education department.
The SSA employees were initially engaged for 11 months contract period with fixed pay. Further the authority abolished the erstwhile fixed pay system and introduced the ROP based pay structure with effect from 2012 and executed 5 years term of contract agreement of engagement and provided CPF facility w.e.f. 1st December, 2002.
Surprisingly enough, instead of fulfilling our legitimate demand of the employees the authority has now introduce 11 months agreement with fixed pay by incorporating some clauses which are against the labour rules.
Therefore, it is prayed before the hon’ble Prime Minister of India, hon’ble HR Minister, hon’ble Chief Minister of Assam and hon’ble Education Minister of Assam kindly to interfere in the issue through your good office to regularize the services of SSA employees borne under SR&FR and till regularization the services of existing SSA employees may kindly be continued.
25 hundred employees (where most of the employee already crossed the recruitment age of any Govt. job) and their dependant awaiting for your generous steps. Already the states like Sikkim, West Bengal, Haryana, Punjab, Orissa, Himachal Pradesh, Delhi, Jammu & Kashmir, Manipur etc. have given justice by regularizing the services of employees of SSA in their respective states.
