At present if a cheque is returned due to insufficient funds cheque return charges are levied by the Banks from both the parties i.e.drawee  (who issue the cheque )and drawer (payee of the cheque ).If a cheque is returned due to insufficient funds only the returning charges be levied to the drawer because the recipient  of the cheque is not at fault.

How one who receive the cheque can be aware of the balance available in drawer's account. 

So this should be discontinued.
