In October 2025, the Domestic Abuse Commissioner for England and Wales published the Everyday business: Addressing domestic abuse and continuing harm through a family court review and reporting mechanism, which was laid before Parliament. The report, based on detailed pilot research across three family court sites, observed nearly 100 court hearings and analysed almost 300 case files. It concluded that domestic abuse is a pervasive feature of family court proceedings, yet is often not recognised as an “active issue” or sufficiently factored into decisions about child contact and arrangements. This includes minimisation of coercive control, a persistent “pro-contact culture”, and inadequate safeguarding prioritisation within private law cases.

The Everyday business report found evidence of domestic abuse in approximately 87 % of family court cases examined, with physical, psychological, or sexual abuse often not adequately considered in child contact decisions.

We are delighted to say we put our concerns about DARVO being used by perpetrators to confuse jusiciary and the impacts that may have when repeal of presumption of contact comes into force and the need for vital oversight and input by IDVAs to advise judiciary to parliament via our MP.
