PREVENT MASS SCHOOL SHOOTINGS NOW!! - “First, Lock the Doors”

Ever heard of a mass shooting in a big city’s school? That’s because there have been none. Schools in the suburbs, like Temecula California, or rural areas are the most at risk for mass shootings because the parents and school officials feel safer there because the crime rate is lower than in the big cities. But this is the biggest false sense of security for the prevention of Mass School Shootings. My sister’s husband is a recently retired teacher from the Philadelphia School System and there they used the most basic security protocols and even had security pass cards for every member of the staff to get through the locked doors. This type of basic security must be the standard and requirement for EVERY school in America and it must be declared a national emergency and funded IMMEDIATELY. 

Mass School Shootings Prevention - “First, Lock the Doors”

A Non-Partisan Minimum School Security Bill for the Prevention of Mass School Shootings

PURPOSE : The purpose of this bill is to IMMEDIATELY create a non-partisan minimum safety and security standard and protocol for Schools in the United States of America K-12 Public, Private, and Charter Schools that shall be funded immediately and implemented by fall 2022’s start of school.

Certainly there are and will be other actions to follow this Immediate Emergency Action that must be implemented as an expansion to this FIRST EMERGENCY ACTION to further increase safety and prevention from school shootings. However; they must follow this FIRST IMMEDIATE ACTION of “FIRST LOCK THE DOORS” as these added additional steps will delay the FIRST STEP which cannot be argued against by any human being of sound mind.

This Proposed Emergency Action Relief Fund for US Schools to protect Children with mandatory equipment, standards, and protocols. The Budget For This Action shall be $54 Billion USD, which is the TOTAL budget for the Emergency Relief of Ukraine (Currently $54 Billion USD) 

Mass School Shootings History

This section needs no description, but to highlight a few key points as it relates to this Bill. Mass School Shootings are not an anomaly and occur regularly in the United States. Statistically it has been reported 76 school shooting have occurred since January 1, 2022 since May 31, 2022 that’s nearly one school shooting every school day. Mass school shootings have already occurred twice since December 2021. There are many factors as to why they occur and that is debatable. Certainly guns and mental health of the students are at the forefront of these debates and must continue. However; these debates must not delay the immediate undisputed scientifically proven preventative measures we can take now.

The most recent School Shooting that occurred in Uvalde, Texas clearly indicates that the perpetrator entered access to the school through an unlocked door. Had the school maintained locked doors and surveillance of the school grounds with cameras and CCTVs, and a direct line to Law Enforcement to respond to any suspicious potentially violent activity the incident would have been 100% prevented or at least drastically reduced in the amount of its 21 confirmed casualties as of May 27, 2022. 

Let us now come together and unite as one people for the Children. For they are truly innocent and deserve the safest possible environment we are reasonably capable of providing them. The purpose of Government has never been clearer than for this easily accomplished task of indisputable preventative measures we can enact now without any delay.

NO DELAY CLAUSE AND WARNING: Any attempt to change or materially modify this bill for political posturing for new anti-gun laws will delay this EMERGENCY ACTION and be viewed and disdained by the American People. Thus any attempt by a Politician to change this Bill’s non-partisan intent shall be immediately exposed to all the major media outlets for subjecting America’s Children to the Clear and Present Danger of the now regularly occurring Mass School Shootings. 

Every Politician and governing body must IMMEDIATELY unite as they did post September 11, 2001 to put this effective indisputable preventative measure, not a cure, into place.

FIRST IMMEDIATE ACTION - 

FUNDING FOR THE MANDATORY INSTALLATION AND MANDATORY PROTOCOLS AND INITIATIVES FOR THE FOLLOWING BASIC SYSTEMS FOR EVERY UNITED STATES SCHOOL, GRADES K-12

ONLY the following basic standards and security systems are to be installed and implemented pursuant to this Bill and EMERGENCY ACTION. All of the equipment and systems are low cost readily available technologies that can be easily acquired and purchased without delay. All of these items can readily be purchased and installed by the schools local management and/or the local School Districts over the Summer Break of 2022.

1. Remote Control Access Locks at Front Office Main Entrance of the School.
2. Most Schools are already fenced and secured. Inspect and confirm the security of the school grounds and place CCTs that monitor all areas where a perimeter breach may occur. Such as throwing a bag with guns over a fence or placing between the bars that secure the school before entering through the Passive Security Metal Detectors. 
3. Purchase and Install Cameras, Close Circuit TVs, and a Direct Line to local Law Enforcement. The current school staff shall monitor these CCT systems by appointing a single staff member until newly appointed security personnel can be hired to monitor the CCTs. The direct line of communication will have the ability to contact the dispatcher directly to deploy the nearest Police officer to the school. 
4. Create Mandatory Protocol for All schools whereby a member or members of the school staff walks the perimeter of the school grounds to ensure no bags of guns or weapons has been thrown over or placed through fences, walls, or perimeter areas as they could be accessed after students or visitors of the school are within the confines of the secured school campus grounds.
    

2ND STEP MEASURES

The Second Steps, due to the nature of government and possible political disagreements, that follow up these actions are to be added upon completion of the First Step. The second step shall not be included in the This First Action as to not impede the implementation of the FIRST STEP, and as such may be allowed an additional 365 days to install. 

 

5. Install Passive Security Metal Detectors at every School Entrance to ensure no guns enter a school. Our prison systems have more security for entering than our schools. Every object that enters the campus must pass through this system without exception. Deliveries, Students, Employees, everything.

6. Require Permanently Stationed Trained for Schools Armed Security or a Police Officer at Every Entrance during operating school hours.

7. Create an Agency for School Security and Safety as was created for the Airlines as Transportation Security Administration (TSA) that is trained to monitor and protect all United States K-12 Schools

8. Install Breach alert systems tied to the CCT system that utilize lasers that drastically reduce the risk of Guns from entering the campus and bypassing main entrance monitoring.

9. Install key card access secured bullet proof doors to ALL interior accesses. Doors are to remain locked and secured. The Campus Staff and local Law Enforcement shall have Key cards and bypass abilities to prevent an internal unarmed threat from locking out local authorities. 

About the Author of this Bill, 

Bo  Lennart Robert Linton, Born in Lancaster Ohio 1970 and lived in Ohio through 1st grade. Then his family moved to Baton Rouge, Louisiana where he lived going to public schools 2nd grade through high school (Scotlandville Magnet High School which had a permanent Sheriff posted at its entrance named Sgt. Roddy) , and then attended and graduated From Louisiana State University in 1994. Starting at age 17 Mr. Linton enlisted and served in the Louisiana Army National Guard and was also trained and served as a Military Policeman for the Colorado Army National Guard until his service contract expired and was honorably discharged from active service in 1994. Mr. Linton is the Father of his 6 year old daughter a Kindergartener attending Luiseno Elementary and his son, a 7th Grader attending Gardner Middle, both are in the Temecula Valley Unified School District.

NOTE: Both of these Temecula schools have unlocked doors and open access to anybody that walks up and opens the front door without any other line of deterrence that prevents an intruder from entering the campus.

Prior to his children attending these Temecula Valley Unified District (TVSD) schools last year, his son attended Santa Rosa Academy(SRA) K-6 in Menifee, California which is a charter school. SRA under its own charter had a security system built and put in place during construction that prevents unauthorized access to the campus without going through the front office and then the guest could be buzzed in through another secured door that required someone within the office to remotely unlock the door to gain access to the campus. Mr. Linton repeatedly attempted to get the attention of the School and Safety Director of TVSD and communicated directly with Mr. Jason Vickery by email since Dec 2021 after the last Mass School Shooting occurred. They don’t have the means or funding in olace and need federal help now. Mr. Linton cannot stand by and see another child killed by a preventable mass shooting as the Country continues to quibble as to the causes of these shootings and local governments can do little with its small budgets to enact policies like this that would have prevented the most recent Mass Shooting.

Mr. Linton is a naturally born Citizen of the United States of American, his mother was born in Stockholm Sweden and his father was born in Lancaster Ohio which is close to his Grandparents family owned farm in Logan, Ohio that dates back to the 1800s. His parents live near him together in Menifee California. Mr. Linton identifies himself as an Independent Voting Moderate with no allegiance to the Republican or Democratic Parties and discloses that he has voted over his lifetime for both Parties for President as well as an Independent Party Candidate. Mr. Linton is a registered gun owner of a single barreled shotgun, and 2 handgun revolvers and supports the 2nd Amendment and the constitution of the United States. 

The purpose of him writing this Bill is to generate an IMMEDIATE EMERGENCY ACTION without any possible delay by any political Party from the Far Right to the Far Left or by the Gun Lobbies. There are to be no additions or subtractions from this bill snuck in by either party that could delay unanimous support and a unified congressional vote by our entire Government, including local governments, Governors, the Senate, House of Representatives, and with full support from the Executive Branch, and the current President of the United States without ANY delay.
