As concerned neighbors of Terrace Hill Golf Course at 4015 W. Algonquin Road, we are against the proposed Planned Unit Development (PUD) and Zoning for a New Single-Family Residential Development with Commercial Outlot Parcel, Case No. 2019-19.

While we support the development of smart, planned urban growth, we do not see the preliminary proposal presented and passed at the January 13th Planning and Zoning Commission meeting as such.

FOR THE FOLLOWING REASONS, WE URGE YOU TO VOTE AGAINST THIS PROPOSED PLANNED UNIT DEVELOPMENT (PUD).

The proposed development:

  1. Is out of compliance with current zoning requirements of that property - R-1E.
  2. Places an undue burden on traffic, schools, waste management, sewage, water supply, police and fire protection, and the surrounding roads and infrastructure.
  3. Is inconsistent with public health, safety, and the general welfare and character of the neighborhood.
  4. Will have significant issues with soil and foundations, tree preservation, and open space.
  5. Promotes residential segregation with 3 separate neighborhoods.
  6. Contradicts the Comprehensive Village Plan in place since 2008.
  7. Will cause substantial damage to the property values of adjacent and neighboring properties.

    In addition:
  8. Increasing the tax base is an unlawful use of zoning, in and of itself.
  9. The demand for the proposed housing and gas station is not evident.
  10. No independent studies or alternative proposals have been brought forward contradicting the points above.

The proposal is squeezing in more lots than the land was originally zoned for.  This PUD will increase density in this area far above the zoning district’s own standards established more than 40 years ago.  

  • The zoning is currently set at:
    2 dwelling units/acre AND an 18,000 sq ft/lot minimum
  • The village is misinterpreting the zoning as:
    2 dwelling units/acre OR 18,000 sq ft/lot minimum. The village is averaging the entire 138.44 acreage by dividing it by 267 dwellings to equal 2 dwelling units/acre.

FOR THE FOREGOING REASONS, WE URGE YOU TO VOTE AGAINST THIS PROPOSED PLANNED UNIT DEVELOPMENT (PUD).

Finally, it should be noted, the neighborhood is willing to work with the Village and Pulte Home Company to create a PUD that is acceptable to the parties involved.
