Change Alberta's motorcycle licence plate size to the standard 4x7

The Issue
The U.S and some Canadian provinces use a 4"x7" motorcycle license plate in Alberta we use a 5"x8". This makes it very difficult to find frames and mounting options, the larger plate is also ugly.
