We demand that Orange County Department of Education (OCDE) stop the closure of the CHEP West School and the CHEP North School. Use available funds more efficiently for our smaller size, and begin a whole hearted push to promote the Community Home Education Program (CHEP) program with the goal of raising enrollment.

Home Schooling is a growing trend in education. Today there are an estimated 2.3 million homeschool families which according to the National Education Research Institute is up from 2 million in 2010.

At the same time the Orange County School District’s own numbers show that enrollment in Orange County Public schools is declining. This despite the fact that the population of Orange County continues to grow. The school districts response is to shrink inward, reducing child access to educational opportunities and forcing families back into traditional public schools.

This will not work because families have already chosen to leave public school, and left with no options they would move to charter, or private school. Charter programs like Valiant Prep and Inspire are growing very fast because parents are hungry for educational alternatives and charter programs promote at every opportunity. CHEP has traditionally only been allowed to spread by word of mouth but if we focused more effort to promote at major educational events we can compete with charter.

We, the parents of CHEP, believe that CHEP has much more to offer than charter. What sets us apart is the community of gathering together and having relationships with teachers and other families. With free curriculum and classes available through multiple sites it allows families from all over Orange County to participate. This is something charter has not mastered.

If the OCDE closes any more branches they will lose families and teachers. This will shrink CHEP even more and they will lose the culture so unique to CHEP.

Rather than look at the bottom dollar, look at the students who are succeeding. Don’t toss that away. Invest in what works. We should not be spending more for new rental space that needs renovation. If our space is too big for our size then we can use less space in order to pay less rent, or even shop around for smaller less expensive locations. Expand our net to bring in more families not abandon the ones we have to save money.

CHEP has been around for a long time because it works and we should be the model for other home school systems.

We the parents insist that OCDE keep the West and North Sites open so as not to lose families who can’t drive the distance. Promote CHEP with brochures and materials to be handed out by parent and teacher volunteers at major educational events. Use available funds more efficiently for our smaller size. Allow school facilities to shrink if needed to control costs while keeping them open.
