We, the undersigned residents and supporters of the Bull Run/Aims community, respectfully urge Clackamas County to deny Land Use Application Z0234-25, a proposal to establish a private event venue at 10510 SE Bull Run Rd.

This proposed commercial event center—allowing up to 24 events per year for as many as 150 people per event, 5 employees, 55 vehicles, which equates to 1,320 additional vehicles— thus posing a significant risks to our rural community and quality of life.

Our Concerns:

Safety concerns for the Bull Run/Aims Local Environment:

-Fire danger: the owner has proposed parking in the grass field which creates the unfortunate hazard for wildfires with vehicle catalytic converters and the potential of discarded smoking materials (especially during the dry summer months).

-Emergency Response time: An event center will stress response times with a minimum response time from a
manned fire station of upwards of 20 minutes. Depending on the location and activity of Sherriff deputies at the time of an incident
response times could be upwards of 45 minutes or more.

-Traffic Safety and Road Capacity: Bull Run Road is a narrow, winding, and partially shoulderless route (which is the ONLY arterial road between Sandy and Corbett) with limited visibility and no lighting. Introducing traffic for up to 55 vehicles per event (potentially over 100 round trips) poses a significant safety hazard, particularly during evening events, rainy conditions, and winter months. Not to mention drinking and driving which is inevitable and extremely concerning. Emergency access for fire or medical response could also be impeded by the influx of visitor vehicles.

Noise, Light, and Traffic Impacts:

-Rural roads are not designed to handle frequent large gatherings. Event traffic, amplified music, and evening activity will impact nearby residents and their rural way of life.

-Already existing event centers: includes 3 youth camps and 3 other event centers within a 4-mile radius with the majority of the traffic traveling on Bull Run Rd, Gordon Creek Rd. and Lusted Rd. 150 guests X 24 events per year = 3,600 additional people in the area that normally would not be in the area adding to the thousands of people yearly attending the existing 3 event centers and 3 youth camps.

Loss of Rural Character:

-Aims/Bull Run is a peaceful, agricultural, and residential area. Introducing a commercial event venue is inconsistent with the Timber (TBR) zoning district, which is intended to protect forest and rural land uses.

-In a quiet, rural area like Bull Run Rd—where sound carries easily through the forested terrain—these disturbances would significantly reduce the peaceful enjoyment of nearby properties and impact local wildlife.

-The County’s noise ordinance enforcement is limited, and the proposed event frequency (up to twice monthly) would cause chronic disruption for residents.

No Meaningful Community Benefit:

-The proposal serves private financial interests, not the broader community. The venue would bring disruption, not opportunity, to the residents who live here year-round.

Our Request:

We respectfully ask that the Clackamas County Land Use Hearings Officer and Board of Commissioners:

Deny Land Use Application Z0234-25 in order to protect Bull Run/Aims safety, and rural integrity.
Uphold the intent of the Timber (TBR) zoning district, which prioritizes forest preservation and limits commercial use
Ensure any future proposals reflect genuine community benefit, environmental stewardship, and respect for Bull Run/Aims residents.
