AI Should Benefit Everyone: Establish Federal Universal Basic Income
The Issue
To: United States Congress
Rent, groceries, and utility bills keep coming, even when a paycheck stops.
As artificial intelligence and automation change how work gets done, Americans deserve a dependable financial foundation. If technology helps our economy produce more, that prosperity should help people build more secure lives.
We call on Congress to develop and pass legislation establishing a federal Universal Basic Income.
Universal Basic Income means regular cash payments to individuals without employment requirements or income tests. A federal program would establish a predictable monthly income floor, with clear eligibility rules set through legislation.
That financial foundation could give people breathing room to cover essentials, learn new skills, care for family, start a business, or recover from a job loss. People should have the freedom to pursue opportunities with greater confidence about meeting their basic needs.
A national program also requires clear answers. Congress must explain how it would be funded, how payments would keep pace with inflation, and how it would protect people who rely on existing benefits. Its costs and effects on work, prices, and household finances deserve transparent, independent analysis.
The goal is lasting economic security as technology advances.
Congress already has guaranteed income and cash payment proposals to examine. We ask lawmakers to build on that work with a comprehensive national plan and a public legislative process.

Request to Congress
We ask the United States Congress to:
1. Develop and pass comprehensive federal UBI legislation. Establish recurring monthly payments, with clear rules for eligibility, residency, children, and dependents.
2. Publish a credible funding plan. Explain the full cost, proposed revenue sources, and effects on households across income levels. Evaluate how gains from AI and automation could support broadly shared prosperity.
3. Protect essential benefits. Design UBI so that people receiving Social Security, SSI, SNAP, Medicaid, unemployment assistance, and other support do not lose essential protections because of their payments.
4. Set clear payment and administration rules. Address payment amounts, inflation adjustments, tax treatment, accessible enrollment, privacy, and federal oversight.
5. Examine the evidence openly. Hold public hearings with workers, employers, researchers, and affected communities. Evaluate guaranteed income studies and the potential national effects on employment, entrepreneurship, poverty, prices, consumer spending, and economic mobility.
6. Set a public timetable for action. Publish a schedule for hearings, fiscal analysis, and legislative consideration so Americans can follow progress and hold lawmakers accountable.
Why now
Preparing a national income policy takes time. Congress needs to examine the evidence, debate funding, and design protections before households face deeper economic disruption.
Research shows that AI could reshape many occupations, while its effects on job losses remain uncertain. That uncertainty makes preparation valuable. Introduced by Rep. Rashida Tlaib on November 20, 2025. Proposes monthly payments to qualifying adults ages 19–67, subject to residency and other eligibility requirements.
