Ruby's Legacy: STOP PUPPY MILLS and PET CRUELTY IN CANADA started this petition to Agriculture Minister Norm Letnick

A total of 66 dogs and puppies were seized on February 4, 2016 from a puppy mill in Langley, British Columbia (BC) and taken into care of the BC SPCA. Animals were suffering from infections, broken limbs and missing eyes or ears. On February 16, BC SPCA constables seized 82 cats and dogs from a breeding and boarding facility in Surrey, BC and two suffering cats had to be euthanized. Following these two animal seizures, BC Premier Christy Clark stated that every cat and dog breeder in BC will need to be licensed under new regulations.

BC Agriculture Minister Norm Letnick announced on April 24 that the Prevention of Cruelty to Animals Act now recognizes the Canadian Veterinary Medical Association’s codes of practice for kennels and catteries as generally accepted practices for dog and cat breeders. The codes of practice cover areas such as housing, ventilation, food and water, care and supervision, record-keeping, behavioural needs, socialization and transportation. Although Craig Daniell, CEO of the BC SPCA, applauded the provincial government’s plans to regulate the industry, he urged it to require regular inspection of commercial breeders.

While this initiative from the BC government is to be recognized as a step in the right direction, the province needs to go further to truly stop unscrupulous breeders.

THE PETITION:

We, the undersigned, respectfully call on Norm Letnick, BC Minister of Agriculture, to include in the legislation to shut down unscrupulous breeders:

1) Mandatory registration for all dog and cat breeders;

2) An inspections program allowing for regular and surprised visits to breeding facilities;

3) A clear definition of a “commercial breeder” that includes small (breeding a few animals) to large (breeding many animals) commercial breeding facilities; and

4) That anyone selling a puppy or kitten must provide the breeding registration number.
