On the morning of Sunday, 4th August 2019, a second-year student at ALU's Rwanda campus drowned in a swimming pool at one of the university's new off-campus residences in Kigali, Rwanda. 

The student was stuck in Kigali due to political unrest in his country that impeded his travel home for his annual internship (May-August). He was, as such, interning in Rwanda whilst staying at one of the university's residences in Kigali when the unfortunate incident occurred. 

Help me get the administration of ALU Rwanda to provide full-time lifeguards and implement basic swimming pool measures and regulations at all student residence-swimming pools to obliterate any chances of the recurrence of similar accidents in future. 

Ensuring the basic safety and security of students remains the single highest responsibility of the university, and in light of this tragic incident from early this week, please join me in requesting the administration of ALU Rwanda to ensure the following basic safety recommendations at all swimming pool facilities accessed by students with immediate effect, (preferably before students report for the new term commencing September 2019). 

  1. Provide full-time professional lifeguards at all swimming pools in residences at ALU Rwanda to ensure the safety of all students while swimming. These would explain and enforce swimming safety rules, rescue people in danger, and using their expert knowledge and discretion offer advice and safety recommendations to both pool-users and the school administration. 
  2. Hire a professional swimming pool contractor to conduct Swimming Pool Certification Inspections and confirm that all student-residence pools meet the minimum safety standards and codes for safety requirements.
  3. Install and/or beef up the following swimming safety features and regulations: 
    • Stringent pool opening and closing times to be adhered to by all pool users.
    • The installation of safety fences around all sides of all pool(s) with a locked gate to keep students or even children out when no supervision is available, for example at night. It helps that these fences are constructed such that they are difficult to climb. 
    • Conspicuously marking water depths at all pools, indicating which is the shallow and deep end, and using a safety float line in the water to indicate where the bottom slope deepens.
    • Availing and ensuring an abundance of rescue devices and first aid supplies near the pool. 
    • Ensuring proper pool safety infrastructure such as: 
      • Ladders at both ends of the pools with steps. 
      • Handrails on all sides of a pool. 
  4. Instruct students in basic swimming techniques such as how to float and teach them what to do in case of emergency (First aid, emergency calls, and all other recommendations as suggested by the lifeguards)
  5. Set and ensure strict adherence to pool safety rules and regulations such as:
    • Never swimming alone
    • Clear policy on diving (E.g. No diving where applicable)
    • Never pushing others into the pool!
    • Keeping all electrical devices such as phones or laptops out of the water due to the hazard of electric shock
    • Policy against playing rough or running and diving recklessly, along with an explanation of the associated risks. 
    • Ensuring clear notice of ALL pool rules and regulations, including opening and closing times at every swimming pool, along with commensurate reprehension of students that breach swimming pool regulations. 
  6. Check the swimming pools regularly for cleanliness and good maintenance.
