Advocating for a Strategic EU-Ukraine Agreement: Mineral Resources for Military Support

Le problème

As Ukraine, after 3 years of war, is at a turning point in its history, and is facing, more than ever, existential dilemmas, it is time to think differently, but above all to face the emergency.

Urgency because the European Union alone is able to save Ukraine from the tragedy that seems to be brewing in the coming weeks: a suspension of hostilities at the cost of the annexation by the Russian armed forces of nearly 20% of the Ukrainian national territory, an absence of any security guarantees and the plundering of Ukraine's mineral resources that would be organized by the American government.

It is therefore essential & urgent that Europe once again extends its hand to Ukraine by submitting to it in turn a strategic partnership, which not only truly benefits it but also offers it prosperity, security and long-term stability. While the United States is an important ally, a deal between Ukraine and the European Union (EU) on the exploitation of mineral resources in exchange for military support is a more compelling and mutually beneficial option.

Why the EU is a better partner:

1. Geographical proximity: The EU's proximity to Ukraine facilitates the provision of logistical support and speeds up reaction times in the event of military threats. This geographical advantage ensures that military aid can be delivered more effectively and efficiently.

2. Economic integration: The EU is Ukraine's main trading partner. A minerals agreement would further integrate Ukraine into the European economy, fostering growth and stability. Such economic integration is essential for Ukraine's long-term prosperity.

3. Common values: The EU and Ukraine share a commitment to democratic values, human rights and the rule of law. This alignment of values creates a stronger basis for a lasting partnership, ensuring that the Agreement is implemented with transparency and accountability.

4. European integration:
In the long term, the EU would be able to offer integration into the European Union and, within this framework, a more comprehensive package of support measures, including not only military aid, but also economic assistance, technological exchanges and political support. This comprehensive approach would meet the multidimensional needs of Ukraine.

Mutual Benefits:

Economic Stimulus for Ukraine: Ukraine's rich mineral resources, including iron ore, coal, and various metals, can be a significant economic driver. An agreement with the EU would attract investments, create jobs, and stimulate economic growth.

Energy Security for the EU: The EU is continually seeking to diversify its energy sources. Ukraine's mineral resources can contribute to the EU's energy mix, enhancing its energy security and resilience. This diversification is essential for the EU's long-term strategic interests.

Military Support: In exchange for access to Ukraine's mineral resources, the EU can provide robust military support. This includes advanced weaponry, training, and intelligence sharing. Such support will significantly enhance Ukraine's defense capabilities, helping to deter aggression and maintain regional stability.

Technological Exchange: The agreement can facilitate the transfer of technology and expertise between the EU and Ukraine. This exchange will benefit both parties, fostering innovation and improving industrial capabilities.

Strategic Implications:

Strengthening EU-Ukraine Ties: A resource-for-support agreement will deepen the strategic partnership between the EU and Ukraine. This closer alliance will send a strong signal to potential aggressors, reinforcing the commitment of the EU to Ukraine's sovereignty and territorial integrity.

Geopolitical Stability: By bolstering Ukraine's military capabilities and economic resilience, the EU can contribute to regional stability. A stable Ukraine is crucial for the security of the broader European continent.

Sustainable Development: The agreement must prioritize sustainable and environmentally responsible exploitation of mineral resources. This approach will ensure that the benefits are long-lasting and do not come at the expense of future generations.

Implementation Steps:
Negotiations: Both parties should engage in transparent and inclusive negotiations to draft a comprehensive agreement that addresses all aspects of resource exploitation and military support.

Legal Framework: Establish a robust legal framework to govern the exploitation of mineral resources, ensuring compliance with international environmental and labor standards.

Monitoring and Evaluation: Implement mechanisms for monitoring and evaluating the agreement's implementation. Regular reviews will ensure that both parties are meeting their commitments and that the benefits are being realized.

Public Engagement: Involve civil society and stakeholders in the process to build public support and ensure that the agreement reflects the interests and concerns of the people.

Conclusion:

An agreement between the EU and Ukraine on the exploitation of mineral resources in exchange for military support presents a unique opportunity to address pressing security and economic challenges. By leveraging their respective strengths, the EU and Ukraine can forge a stronger partnership that benefits both parties and contributes to regional stability. As part of a broader project of integration into the EU in the medium term, such a partnership would constitute a solid base, a powerful driving force.

Just like what was the foundation of European construction in 1951, European Coal and Steel Community (ECSC), such partnership would, could constitute a historical, tangible political and economic project. It is time for bold and innovative solutions to meet the complex challenges of this dark time. Let us seize this opportunity now & let us help Ukraine once for all.
