We would like to petition the Spokane County Board of Commissioners to request an independent review of the decisions made surrounding the ending of the life of Amelia (ID 45785) by SCRAPS.  This decision would seem to violate SCRAPS claim to adhere to the No Kill philosophy.  

We would like this review to be conducted by an independent third party.  With expertise in true No Kill sheltering.
