Advancing Access to Full Spectrum Cannabidiol (CBD) Health Products in Canada

As Canada's 1st and only Association of Certified Cannabis Educators, dedicated to providing the highest standard of responsible education, supporting respect for holistic Cannabis plant medicine, EduCanNation supports the development of a regulatory pathway for Health Products Containing Cannabidiol (HPCCs) as proposed by Health Canada. This pending regulatory change represents a progressive step in cannabis regulation, aiming to provide Canadians with greater access to safe, effective, and high-quality cannabidiol (CBD)–containing health products without requiring a prescription.

However, our organization, partners, and supporters are deeply concerned that the proposed framework, particularly the restrictive definition of CBD as a “medicinal ingredient” limited to 98% purity or higher, risks excluding the most effective and best-tolerated CBD formulations—namely, full-spectrum products. 

It is our goal to advocate for the inclusion of full-spectrum CBD in the HPCC framework by presenting a comprehensive review of existing evidence and real-world patient experience, while also illuminating the importance of cannabis as traditional medicine, in hopes that Health Canada will consider transparent awareness of cannabis and its potential in light of a conscious health-seeking populace.
