Address issues in Mr. Magpusao's classroom at Kellogg Elementary

The Issue

The Issue

We, the undersigned parents and guardians of students enrolled in the fifth/sixth-grade combination class at Kellogg Elementary School, are submitting this petition to formally express our serious concerns regarding the classroom environment under the instruction of Mr. Magpusao during the current school year.

Our concerns are ongoing, well-documented, and center on student safety, emotional well-being, classroom management, and academic support. Despite previous communications with school administration, we have not seen meaningful or sustained corrective action.

Primary Concerns Include:

    1    Lack of Classroom Control and Teacher Engagement

-Students consistently report minimal instructional guidance, unanswered questions, and a lack of teacher presence during instructional time.

-Disruptive behaviors are frequently unaddressed, negatively impacting learning for all students.

    2    Serious Safety Issues

-Reports of items being thrown in the classroom

-Students being locked out of the classroom

-A highly concerning incident involving discussion of a gun threat

These incidents have created an environment where students do not feel safe or protected.

3. Inappropriate and Uncorrected Student Behavior

-Parents have been informed of inappropriate jokes, including racist remarks and slurs, being made in the classroom without proper correction. Reports indicate that such behavior has been laughed at rather than addressed, which is unacceptable and contrary to district standards.

4. Lack of Transparency and Communication

-Communication with parents has been minimal. Updates through ClassDojo are limited, and there has been no follow-up regarding a promised student survey intended to assess classroom climate and student well-being.

5. Ineffective and Questionable Disciplinary Measures

-Students were reportedly asked to sign a behavior “contract,” with allegations that some students refused to sign and that signatures were forged. Parents were not informed of this document’s purpose, content, or implementation.

6. Negative Impact on Student Mental Health

Many students are experiencing heightened anxiety, stress, and emotional distress. Some students have expressed reluctance or refusal to participate in school activities due to their discomfort in this classroom environment.

Our Request

We respectfully request immediate district-level intervention, including but not limited to:

-A formal review of classroom management and instructional practices

-Immediate steps to ensure student safety and emotional well-being

-Transparent communication with parents regarding findings and corrective actions

-Consideration of reassignment, additional supervision, or alternative classroom placement for students

Our intention is not punitive but protective. Our children deserve a safe, respectful, and supportive learning environment—especially during a pivotal academic year.

We cannot allow another semester to pass without meaningful change.

The voices of concerned parents and guardians should catalyze necessary changes, enhancing the educational experience for all students involved.
