This will mostly benefit animals (dogs).

This will teach the abusers and their loved ones and everybody else in our community to treat any living being with the same care you would a person and if these laws are broken you are punished the same as if you harm a person. If it is alive and it is capable of having emotions and or instinct to nurture its young , then all animals deserve not to be considered property but to be considered as a family member the same as anyone else living domesticated in society.

• There are multiple reasons animals (dogs) deserve to be considered living beings and not property. For starters we rely on animals to save our lives on the battlefield ,forming a bond with their handler like no other. That should be reason enough.
• The fact that animals (dogs) are used medically to keep people from dying while having potentially fatal medical episodes should be reason enough.
  The fact that animals (dogs) are rely’d on by thousands of officers, to recover bodies of loved ones that otherwise wouldn’t be. Saving lives. Saving lives should be resson enough.
• There are hundreds of reasons why animals (dogs) should be protected from harm by humans. We took animals (dogs) from the wild , caged them, domesticated them and forced them to work for us , protect us and comfort us. 
   Its the least we should  do
