Acknowledge and Protect Bishnupriya Manipuris' rights

The Issue

For decades, the Bishnupriya Manipuri community, a peaceful minority in Assam—has lived under systematic neglect. Despite long-standing eligibility, the Bishnupriya Manipuri community has remained excluded from Central OBC (COBC) recognition for years, trapped in prolonged delays and unresolved procedures. This long-standing struggle for OBC benefits affects not only the community itself, but also the broader development and social equity of the entire state.

At the same time, there is still no clear government decision on the use of Bishnupriya Manipuri as a medium of instruction at the primary level, leaving our children without linguistic security and our future uncertain.

The situation is alarming. Bishnupriya Manipuri is officially listed as an endangered language by UNESCO. When a language reaches this stage, delay becomes destruction.

The Bishnupriya Manipuri community has no political representation, no autonomous body, and no state of its own to protect its interests. Our land, identity, language, and culture remain vulnerable. In this context, the establishment of a Bishnupriya Manipuri Autonomous Council in Assam is not a demand for privilege—it is an essential safeguard for survival and inclusive development.

After years of unanswered appeals, the community has been forced into an indefinitely Fast unto Death Satyagraha in Assam. Protesters are experiencing dangerously low glucose levels, reflecting the seriousness of the crisis and the depth of our desperation.

Let there be no confusion: we are not asking for special advantages. We are demanding basic constitutional rights, long-pending recognition, and minimum institutional protection to exist with dignity.

We urge the Government of Assam and the Government of India to act immediately. Continued inaction risks irreversible damage not just to a community, but to the democratic and developmental fabric of the state.
