

Abolish the Presidential Pork Barrel funds!
The Issue
President Aquino has around P1 trillion in 'pork barrel' funds in the proposed P2.6 trillion national budget next year, according to former National Treasurer Leonor Briones and Rep. Neri Colmenares.
These are funds which are
1) 'Lump-sum' or contains no details on how and where it will be spent
2) Can only be released by President Aquino, and President Aquino alone
As shown by the Janet Napoles pork barrel scam, 'lump-sum' and 'discretionary' funds are prone to corruption.
Recently, it has been revealed that President Aquino received P75 billion in these funds back in 2012 and allocated them to projects which were not listed in the 2012 national budget.
Pork barrel funds represent a huge waste in public resources. According to a conservative estimate, only 50% of all pork barrel funds actually translate into any services, and their quality is almost always sub-standard and diminished.
These are better spent being rechanneled into public schools and hospitals, low-cost mass housing, support for farmers, and development of science & technology.
