Abolish the DPWH and establish a new infrastructure department

The Issue

The rampant corruption within the Department of Public Works and Highways (DPWH) has reached a point where many citizens, myself included, feel utterly exasperated. Every day, hardworking Filipinos toil away, paying their taxes honestly and dutifully, only to witness these funds being siphoned off for the personal luxuries of corrupt politicians and government officials. This is not only a betrayal of public trust but also a significant hindrance to the growth and development of our beloved country.

The dismal state of our public infrastructure is a direct reflection of the inefficiencies and mismanagement within the DPWH. Flood Controls, Roads and Bridges remain unfinished, or crumble shortly after completion, because funds that should've been allocated to these projects have been embezzled. Despite numerous calls for reform, corruption continues unabated, with accountability all but nonexistent.

We propose a bold and necessary change: abolish the DPWH and establish a new Philippine Public Infrastructures Department (PPID). This new department should be constructed from the ground up, with a fresh workforce untainted by past corruption scandal and incompetence. Ex-DPWH employees must not be allowed to apply or join. Instead, priority should be given to ex-Overseas Filipino Workers (OFWs) with a background in private practice or company environments.

Furthermore, we demand that all candidates within PPID, especially for the roles of Secretary and Undersecretaries, possess strong technical backgrounds. Employees 30 years old and above bring maturity and experience essential for such critical positions, helping to ensure integrity and professionalism in all operations.

By prioritizing ethics, competence, and fresh perspectives, we can finally develop the infrastructure our nation deserves. This plan is not just about building Roads, Public Buildings (Schools, Hospitals, etc.) and Bridges; it's about safeguarding our future, busting apart a legacy of corruption, and restoring hope to every Filipino taxpayer.
