The Doctrine of Discovery is a colonial, racist legal fiction that justified the theft of Indigenous lands and denial of Indigenous sovereignty. It originated in 15th-century Papal Bulls and was embedded into U.S. law through Supreme Court cases like Johnson v. M’Intosh. These rulings are still used to deny Native rights.

Treaties with Native Nations remain binding under the U.S. Constitution and international law. Yet they are violated every day. It's time for the U.S. to honor those treaties and acknowledge the full sovereignty of Indigenous Nations.

We, the undersigned, call on the U.S. government to:

1. Revoke and abolish the Doctrine of Discovery in all legal, political, and theological forms.
2. Comply with all treaty obligations signed with Native Nations.
3. Return stolen lands and compensate for unlawfully extracted resources (gold, timber, oil, minerals).
4. Recognize Indigenous Nations’ sovereignty, including the right to:   
5. Issue and use tribal documents, passports and IDs
6. Enter into treaties with other Native and foreign nations.
7. Be fully recognized under international law.

Treaties are not symbolic. They are legally binding and still valid today. Indigenous Nations have always existed on this land. The time has come to end the legacy of conquest and begin fulfilling the promises made in treaty agreements.
