A stronger stance on AI
The Issue
Absolutely everyone is affected by the issue of AI whether this is now, or in the future. This could be through jobs, the climate, or fraud.
Currently, everything is at stake if we do not act. We will lose money, jobs, dignity & the environment. Also, it is predicted that AI & its impacts will likley grow exponentially as said in this paper by Kaplan et al.
So far:
- In 2023 CETAS reported a loss of over $12bn from AI fraud and a predicted $40bn in 2027. [1]
- They also found 3,512 AI generated indecent images of children online. [1]
- ChatGPT is consuming an estimated 39.98 million kWh per day [2]
- It is also consumes an estimated 39.16 million gallons of water per day [2]
- Duolingo has recently laid off 10% of their contractors to replace them with AI [3]
We recognise that the government is taking steps towards legislation [4], but we do not believe they are strong enough and that the government is working fast enough. The government has already set up an AI saftey department, published a whitepaper [5] (which just suggests we provide moral guidlines) and horizontal regulation is in use informally.
The UK is currently leaning towards a "principles based framework" rather than horizontal regulation (rules for every use). We believe vertical & horizontal regulation will be more effective and lead to less loopholes. Vertical regulation provides specific regulation for specific uses and industries. This in combination with base horizontal regulation will provide a strong legal framework. While a principles based framework can lead to faster AI development in the UK, it can lead to an increase in the negative results of AI as mentioned above. In addition, we believe that schools do not teach enough about the risks of AI, only that it should not be used for exams and the like.
