This petition shall serve as the voice of all persons concerned for the ethical and fair treatment of HIV-positive persons participating in the Ryan White Part B Program; hence, let this petition serve the community at large as a call to action regarding the following issues of concern:

1.  The Program Director of Frontier Health's HOPE for Tennessee Program has knowingly and willfully falsified reports; as retaliation to HIV-positive persons participating in the Ryan White Part B Program within the East Tennessee Region, resulting in the unethical treatment of said patient(s)/client(s).

2.  The Program Director of Frontier Health's HOPE for Tennessee Program is in dereliction of duty; failing to act within a reasonable expection of satisfactory cooperation with HIV-positive patient(s)/client(s) of the Ryan White Part B Program -- in repects to the release of protected health information -- as outlined by the job description within the Frontier Health Organization and the HOPE for Tennessee Program, thereby resulting in the unfair treatment of said patient(s)/client(s).

3.  The Program Director of Frontier Health's HOPE for Tennessee Program is in dereliction of duty as a representative of a funded agency of the East Tennessee HIV Planning Council; failing to effectively administrate specific matters regarding satisfactory evidence of need for Ryan White Part B benefits -- in respects to the release of protected health information -- to the satisfaction of Ryan White patient(s)/client(s) and those concerned for and about them, resulting in the unfair treatment of said patient(s)/client(s).
