A National Standard for Humane Breeding Practices Is Long Overdue. It’s Time to End the Double Standard.
 

Shelters and rescues undergo routine surprise inspections, detailed paperwork requirements, and strict accountability to state departments, but dog breeding operations often do not.

This lack of oversight contributes directly to:

  Overpopulation in shelters.

  Dogs suffering in hidden, unregulated facilities.

  States spending millions on animal control.

  A thriving underground “puppy mill pipeline”.

We believe every dog deserves humane care, transparency, safety, and compassion, no matter where they are born.

 

What We’re Demanding:
 

 - Federal licensing for any breeder housing intact dogs for sale.

  - Mandatory spay/neuter for all non-breeding dogs.

  - Surprise inspections 1–3 times per year.

  - Updated welfare standards under the Animal Welfare Act.

 -  A public, searchable inspection database.

 

This is not anti-breeder.

It is anti-neglect and pro-accountability.
