On March 17, 2023, the International Criminal Court (ICC) in The Hague made a historic move by issuing an arrest warrant for V.V. Putin, who faces accusations of committing war crimes. This development presents the global community with a scenario without precedent: the first issuance of an arrest warrant against a figure accused of war crimes who also possesses one of the largest nuclear arsenals in the world and has made threats of its use, effectively making him an international outlaw. This status complicates the possibility of engaging in peace negotiations with him under formal legal terms. Furthermore, Putin's position as a head of state affords him personal immunity, preventing his arrest by foreign nations as long as he remains in power and is internationally recognized in this capacity.

Addressing this legal dilemma necessitates the provision of international, publicly recognized amnesty guarantees for those who could deliver Putin and his associates to face international justice, coupled with an apparent refusal to acknowledge Putin's right to represent the Russian Federation's populace, essentially delegitimizing his authority. Currently, no global mechanism or organization exists to offer such guarantees of international amnesty, as the provision of amnesty is a prerogative solely of sovereign states, applicable only within their territorial confines.

Launching a petition serves as a mechanism to activate procedural processes within the United Nations and fosters an international social movement aimed at halting warfare and reinstating justice and lawfulness. The escalation of military conflict and the looming defeat of the aggressor nation heightens the risk of a nuclear terror attack, posing dire and irreversible risks not only to Ukraine but to humanity at large. The petition doesn't advocate for the cessation of military resistance against the aggressor; instead, it opens novel avenues toward achieving the dismantlement of Putin’s cruel regime.

Why sign the petition?

Gathering substantial signatures compels the UN Human Rights Committee to take action and consider the demands. This action is crucial, given the overarching threat of nuclear weapon use, placing the responsibility squarely on the Committee to respond. The petition represents a collective appeal for intervention by the Human Rights Committee. 

The primary aim is to achieve a UN General Assembly resolution that acts as a legally binding public declaration addressing three critical issues: 

Acknowledging Putin's lack of authority renders his decrees void in the eyes of the supporting nations, stripping his regime of its legitimacy internationally. Consequently, any territorial "annexations" and constitutional alterations he has enacted are nullified for these countries. Encouraging refusal to execute Putin’s directives, along with assurances of protection against persecution, essentially promotes widespread resistance against his unlawful rule. Given that the regime's power lies in its execution by numerous individuals, the non-compliance of even a single person could impede the fulfillment of these orders. These assurances align with the conventional concept of political asylum the supporting countries provide.

Those capable of surrendering Putin and his associates for international trial remain unidentified, specifically individuals not implicated in war crimes. They face a stark choice between facing justice in The Hague or confronting a nuclear catastrophe. Divisions and mutual distrust hinder their ability to form a cohesive strategy for dismantling Putin's criminal governance and securing their safety. International amnesty offers could serve as a lifeline for many, paving the way for a responsible leadership cadre to emerge, capable of negotiating peace and agreeing to capitulate on terms set by the international community, thereby ceasing hostilities, disarming, and initiating foreign oversight within the Russian Federation.

Who can extend international amnesty guarantees?

The privilege of granting amnesty lies exclusively within the sovereign domain of individual states, applicable only within their territorial jurisdiction. International entities, including the International Criminal Court, cannot offer amnesty for crimes committed on any country's soil. While the ICC is empowered to issue arrest warrants for individuals suspected or charged with war crimes, genocide, crimes against humanity, or acts of aggression, it does not possess the capability to extend amnesty or terminate legal proceedings. Therefore, the responsibility for granting amnesty remains a matter of national discretion, with international law bodies like the ICC not endowed with the authority to bestow or withdraw it.
