They looked at 13 different categories and gave each state a grade and rank. Oregon was one of 11 states earning an F. Washington State got a D+. No A’s or B’s were handed out, Alaska earned the top spot with a C. Oregon’s failing grade was helped by the conflicts of interests in the legislature, sketchy opens records laws and the John Kitzhaber – Cyliva Hayes scandal which led to the ousting of Oregon’s former Governor.
