We, the undersigned, ask that the next consideration of resident parking arrangements in Farnham looks at Parking Zones A and B as a whole and investigates practical measures to improve parking availability for residents.

For many residents, simply finding somewhere to park near their own home has become a daily source of stress and frustration. This has been compounded by the loss of parking during the FIP works, while limited on-street spaces remain available to non-residents despite several public car parks being available nearby.

We ask that the following measures are investigated:

• Extend permit-only parking hours, including 24-hour, seven-day operation where appropriate.
• Convert appropriate shared pay-and-display bays to permit-only parking, where this would improve parking availability for residents.
• Allow resident permit overflow into designated nearby council car parks, where on-street parking is at capacity and suitable car park capacity is available.
• Improve parking signage, making restrictions and resident parking arrangements clearer and more consistent.
• Review parking enforcement, including the frequency and timing of enforcement during permit-controlled periods.
• We also ask that overall resident parking capacity across Zones A and B is considered.

We recognise that parking pressures vary between streets. However, restrictions and parking availability in one area can affect neighbouring streets through displacement. Where resident demand cannot reasonably be accommodated within available on-street parking, practical options for providing additional capacity should be investigated.

History and context

In 2022, residents submitted a petition proposing changes to resident parking arrangements in the Castle Street area.

The proposals passed the initial stage of the parking review process. However, it was not practical to consider them further while the Farnham Infrastructure Programme (FIP) consultation and works were underway. Further consideration was therefore deferred until after completion of the FIP works.

This petition builds on that previous submission and seeks to demonstrate further resident support ahead of parking arrangements in Farnham being considered again.

It also expands the scope of the original request.

While some streets experience significantly greater parking pressure than others, Zones A and B operate as connected parking areas. Changes to restrictions, available spaces or the balance between resident and shared parking on one street can displace vehicles onto neighbouring streets.

We therefore ask that the proposals are considered across Zones A and B as a whole, while recognising the different circumstances and parking pressures experienced by individual streets.

This petition also adds a further proposal: investigating whether resident permits could provide access to designated nearby council car parks as overflow parking when on-street resident parking is at capacity.

The Farnham Voice survey remains open, so these results are preliminary. Responses received so far show the strongest preference for:

• Extending permit-only parking hours
• Converting appropriate shared pay-and-display bays to permit-only parking
