This is a critical time of year for future active travel projects, with Swansea council busy deciding which projects will be a priority and preparing financial plans. We thought it would be timely to write to local councillors and members of the Swansea council cabinet to remind them of our campaign and why its important to our communities thus should be a priority.
Swansea Council must submit its Active Travel project budgets by late December, and these submissions decide which routes get funding priority for the entire next cycle. Because the Active Travel Network Map (ATNM) is the framework councillors use to choose which schemes move forward, it is important that supporters act to ensure the #missinglink is formally prioritised. Please watch out for future ATNM public consultations.
Our communication reminds councillors of our campaign, asking them to push for the route to be included in the 2025–26 programme, and request clear commitments on funding, design and timelines.

Swansea Council are committed to delivering the Gowerton–Penclawdd active travel “missing link”. The project has been in development for some time, with design work, surveys, and the formal appraisal stages all underway. The route is already included in both the Council’s Active Travel Network Map and the new Regional Transport Plan. However, the Council can’t yet apply for construction funding because the required land still needs to be purchased. Once design adjustments based on landowner feedback are complete, a public consultation is planned for 2026. Until the land is secured, they can’t give a construction timeline. Community support remains important, and the Council says officers are continuing to progress the scheme’s development.

Cllr Andrew Williams states his full backing for the missing link. He says funding to develop the full route plan is in place, the key landowner is supportive, and he’s in regular contact with senior Council leaders to keep the strong local backing front and centre. He believes everything that can currently be done is being done and pledges to keep pushing to deliver the project for Penclawdd residents.
Both replies emphasise the need to secure land in-order to move forward with funding. We hope this stage will not be delayed, as past experience with the #missinglink project shows that this juncture has repeatedly stalled progress.
