There are hundreds of thousands of healthy dogs and cats in shelters across our Country who are euthanized just to make room for more dogs and cats. Meanwhile dogs and cats continuously are bred for profit. I think a 10-year ban against Breeding should be implemented to stop the population growth of cats & dogs which will give the animals already in shelters a better chance of being adopted. 

I don't quite know how a 'Breeding Ban' would work but maybe a petition sent to US Congress might be worth a try.
