Last Lap the rules were not correctly followed as only a few lapped cars could move past to allow Max Verpstappen to Past and have a easy pass on Lewis Hamilton on the last lap.

What just happened is absolutely unacceptable. I cannot believe what we’ve just seen

As I should believe a Investigation should be done 

This wasn't motor racing this was nonsense.

They decided to change the 'rules' of the safety car on the last lap which led Lewis Hamilton losing the title on the last lap. 

If they let the lapped cars move over straight away on the safety car it's understable

Instead they left around a few seconds before they announced the safety car was ending which makes no sense and is totally unacceptable!
