EUROPEAN CITIZEN MANIFESTO

For a pragmatic and just end to the war in Ukraine: Putting a bounty on the capture of war criminals subject to arrest warrants issued by the International Criminal Court in The Hague.

Petition addressed to the European Parliament, the European Commission, and the European Council.

Since the outbreak of the full-scale invasion of Ukraine, European Union member states and international institutions have mobilized tens of billions of euros in military, financial, and humanitarian aid to support democratic resistance. While this solidarity is fundamental, it is part of a war-of-attrition dynamic that is long, devastating in human terms (with over a million casualties on both sides and war damages running into hundreds of billions), and extremely costly for European taxpayers.

At the same time, the International Criminal Court (ICC) has issued international arrest warrants against Vladimir Putin and several senior Russian officials for war crimes. Yet the decision-makers of this conflict—a clique of senseless kleptocrats—continue to enjoy de facto impunity behind the borders of their regime, while continuing to send hundreds of thousands of men to their deaths.

Faced with the human and financial cost of a protracted conflict, we, citizens and residents of Europe, denounce the hypocrisy of diplomatic immobility and demand a pragmatic shift in scale.

We, European citizens and residents, demand:

The creation of an International Justice Incentive Fund (IJIF): We ask the European Union to allocate an exceptional envelope of one billion euros—a tiny fraction (0.5%) of the budgets dedicated to the long-term management of this conflict—to establish an international reward enabling the capture of Russian war criminals wanted by the ICC.

Arrest and surrender to the ICC: This amount will be guaranteed to any individual, group, organization, or intermediary who enables the capture and effective surrender of Vladimir Putin and his co-indictess to the authorities of the International Criminal Court in The Hague, in full compliance with international law and the warrants issued by international justice.

A public debate without taboos in the European Parliament: We demand that the elected representatives of the European people stop hiding behind institutional formalism and officially place this realpolitik option on the agenda of the committees on defense, foreign affairs, and budget.

Why is this measure necessary and efficient?

An imperative of budgetary efficiency: Indefinitely funding a war of attrition costs European economies hundreds of billions, which inevitably weakens the social policies of EU member states and becomes the cause of major public unrest and disorder currently manifesting within the democratic societies of several member countries. One billion euros invested to directly break the top of the enemy command chain is an infinitely more rational economic and military strategy.

A fracture in the chain of loyalty: The existence of such an international reward introduces a factor of suspicion and direct destabilization right at the heart of the business, security, and power circles of the aggressor Russian regime.

The imperative respect for justice over vengeance: This is not an incitement to extrajudicial elimination, but a global police tool aimed at bringing war crime defendants before an independent and sovereign criminal court. We refuse to let European diplomacy resign itself to a war of attrition that massively obliterates member states' budgets over the medium and long term, and merely increases the high risks of an armed conflict between the EU and Vladimir Putin's regime.

We call on every European citizen or resident to sign this manifesto to force our leaders to break the silence ("omerta") and use all necessary levers to restore peace and justice on our continent.
