Dear Supporters,

Thank you all for your incredible support! Your signatures, shares and comments have made a real impact. As of today, the petition has 482 supporters, 377 shares  and 7,103 views. Your continued engagement has helped amplify our collective voice.

I’ve been updating the original petition text with the latest developments to avoid overloading your inbox, but here’s a comprehensive summary of what’s happened since Tuesday, October 14th.

🎤 Purpose of the Petition

I started this petition to:

Raise awareness of what concertgoers experienced at Carter-Finley Stadium during the Chris Brown “Breezy Bowl XX” concert,
Demand accountability from responsible parties, and
Request refunds for both admission tickets and parking fees due to the severe mismanagement of traffic, parking and event logistics.

📨 Official Responses

I’ve contacted multiple agencies and organizations, including Carter-Finley Stadium, NC State University Police, Live Nation, Ticketmaster, Raleigh Police, Wake County Sheriff’s Office, NC State Highway Patrol and Mayor Cowell. Here’s what I’ve received so far:

NC State University Police:

“Unfortunately, I am not the right contact for your concerns, but I hope another unit can assist you better or provide more information. Please get in touch with University Communications for any additional information.”

Carter-Finley Stadium:

“As the event was a rental of our facility, any questions regarding refunds or a plan for refunds should be directed to Ticketmaster.”

“A complex operations plan for the concert was developed and executed by NC State, local law enforcement and parking vendors. Attendees were advised to arrive early, and parking lots opened at 2 p.m. A coordinated communications effort reinforced this message on social media and through real-time updates.”

However, I’ve verified that no relevant posts about this event or early arrival instructions were made on any official social media accounts for Carter-Finley Stadium, Ticketmaster, Live Nation, or Chris Brown in the days before the concert.

NC State Highway Patrol:

“Our department did not oversee this traffic plan nor did we have any official role inside the event location or outside with traffic direction.”

This leaves significant confusion as to who was ultimately responsible for traffic control, parking management and attendee safety that evening.

🚘 Parking Refunds

Many of you purchased parking through ParkWhiz and were unable to access your lots. ParkWhiz has provided the following refund process:

Call ParkWhiz first at 888-472-7594 before submitting the form.
Tell them your parking lot oversold advance tickets.
Once your case is noted, they will email you a refund form.

Online form

Have the following ready:

Full name and email
Parking pass number
Arrival & exit times
Vehicle details
Proof of alternative parking payment (receipt or photo)

This initial call ensures your request is properly documented.

📧 Further Correspondence

I’ve followed up with Carter-Finley Stadium for additional details, including:

The specific law enforcement agencies involved in event coordination,

The parking vendors responsible for managing lots,

The organization overseeing event rentals,
Clarification on who officially organized the concert (Live Nation vs. another promoter) and
Links to any public communication that advised fans to arrive early.

So far, I’ve received no direct answers to those questions.

⚖️ Accountability & Next Steps

Several attendees have successfully disputed ticket charges with their banks or credit card companies. If you’ve done so, please continue monitoring your claim status.

I’ve also been advised to reach out to the Raleigh City Manager and I plan to do so next. A city council member confirmed that while Raleigh PD was not in charge that evening, Carter-Finley Stadium and NC State University are responsible for coordinating event law enforcement.

This situation reflects a failure of communication and planning, not the fault of the attendees who followed the information they were given. We can’t undo that night, but we can demand transparency and fair refunds for everyone affected.
