現在、動物愛護法で来年６月から、具体的な数値で悪徳業者などを取り締まれるよう、数値規制の基準案が検討されています。内容は、繁殖犬猫のケージの大きさ、繁殖回数（猫の回数はまだ環境省は検討しておりません。）、従業員一人あたりの飼育数、帝王切開の回数、交配年齢など。

数値規制の施行に伴い、抜き打ち検査で悪徳業者を取り締まる機関などが全国規模で必要ですが、人員、予算不足という声が聞こえてきています。

日本は長年、悪徳繁殖屋などの横行を防げず、犬猫に苦痛を強いてきました。何度も帝王切開され内臓が癒着している犬猫、素人による麻酔無しの帝王切開、身動きの取れないケージでの生活、汚物にまみれた犬猫など、酷い状態に置かれ、死んでいった犬猫が多くいます。

今まで、目安となる基準が無く勧告止まりであり、抜き打ち検査をせず、訪問を事前報告していました。

しかし、ついに動物愛護法で具体策である数値規制によって来年から監視や指導することができます。

徹底した監督ができるよう、

財務省に、環境省自然環境局総務課動物愛護管理室への予算増額を求めます！

数値規制は、全国すみずみに及ぶべきものです。動物愛護管理室は、犬猫の命を第一に考え、取り締まる機関を設置し、人員確保をし、綿密な計画を立てていただきたいです。

繁殖犬猫の生きる環境が改善されることを願います。
