我們支持文化活動。然而，目前仍存在嚴重問題。現行設置持續對我們的居住環境造成干擾，必須立即改善。

發電機噪音問題 —— 尚未解決
發電機外加的「隔音措施」完全無效。噪音從上方逸散，直接傳入我們的住家。

我們的建築由鋼筋混凝土、磁磚、玻璃與金屬構成——這些材質會反射並傳導聲音，而非吸收聲音。即使關閉窗戶，噪音仍會向上傳播並進入室內。整個住家每個房間都充斥著聲音，完全無法躲避。

噪音測量摘要

 

 

本次錄音顯示發電機產生持續性高分貝噪音，晚間平均值為63.9分貝，最高達78.9分貝。此數值已遠超一般住宅夜間應有標準（40–50分貝）。頻率分析顯示約115Hz的低頻噪音，符合發電機運作特性。

 

此類低頻聲音極易穿透建築結構，即使窗戶緊閉仍清晰可聞，並持續造成干擾、疲勞與休息品質下降。該噪音為持續性機械聲，而非間歇背景音，每晚長時間存在。

 

此問題已持續將近三週，卻未獲得有效處理。活動承辦人趙婕翎在過去三封回覆中僅表示：

 

「您好，
已收到，後續結論會再回覆給您。
非常感謝。」

 

至今未見任何實質改善。此回覆顯示對居民安全與生活品質的漠視。本連署為迫不得已的最後行動。若主管機關能展現基本的責任感與作為，我們不需走到這一步。

發電機運作時間失控活動原定時間為18:30至21:00，然而發電機卻在白天隨機啟動：
有時15:00開始，有時16:30開始，結束時間亦不固定，甚至延至21:30或22:30。

我們的訴求：

☐ 專業級隔音設備（完整隔音箱體，而非表面包覆）
☐ 室內噪音須控制在環境背景值以上不超過5分貝
☐ 立即採取行動，不得再拖延
☐ 平日20:00後關閉發電機

 

去年20:00後幾乎無人觀賞水舞秀，但活動仍持續進行，造成嚴重的能源與公帑浪費。連續45天、每晚6場的安排極度過量。建議活動縮短為兩週，符合實際需求。

 

碧潭是一個安靜的小型社區，有年輕家庭、長者，以及許多居家工作者。低頻噪音持續侵擾，已知會增加壓力並影響休息品質，嚴重破壞居家安寧。

請立即將噪音控制在法定標準內，並減少每日演出場次！

 

2. 新問題 —— 強光直射住宅

步道新增兩盞高強度投射燈，直接對準住戶。

 

當居民關燈休息時，強光照亮室內空間，毫無遮蔽。此為基本規劃失誤，已造成即時困擾與壓力。

 

我們要求立即拆除這些投射燈。現有步道照明已足夠，不會造成頭痛或不適。

結論

 

我們並非要求取消活動，而是要求基本的居住條件。

 

居民有權享有：

* 安靜的居家環境
* 夜間的黑暗
* 免於可避免且具侵擾性的噪音

We support cultural events. However, serious problems remain. The current setup is causing continuous disturbance inside our homes. This must be fixed immediately.

 

1. Generator Noise — Not Fixed

The “insulation” added to the generators does not work. Noise is escaping from the top and traveling directly into our apartments.

Our buildings are made of reinforced concrete, tile, glass, and metal — materials that reflect and carry sound instead of absorbing it. This makes generator noise travel upward and indoors, even with windows closed. There is no escaping the sound as it fills every room of our apartments. 

       

Noise Measurement Summary 

 

 

 

This recording shows sustained elevated noise levels from the generators, with an average of 63.9 dB and peaks reaching 78.9 dB during evening hours. These levels significantly exceed typical residential nighttime expectations (40–50 dB). The frequency profile indicates strong low-frequency noise around ~115 Hz, consistent with generator operation.

 

This type of noise travels easily through building materials, remains audible indoors even with windows closed, and contributes to ongoing disturbance, fatigue, and reduced rest quality. The noise is continuous and mechanically driven, not intermittent background sound, and persists for extended periods each night.

 

This has been ongoing for nearly three weeks without proper resolution. All we received from the event organiser, 趙婕翎 in the past three emails is the following message:

Nothing has been done to date and her reply shows a complete lack of concern for the safety of residents. Of course, this petition is a desperate last attempt at creating awareness and positive change. If our government-appointed officials showed more initiative, responsibility and care, we would not have created this petition. 

 

The show is only supposed to happen between 18:30 - 21:00, however the generators start at random times during the day. Sometimes it starts at 15:00. At other times, 16:30. It will then continue until random times. Sometimes it ends at 21:30. At other times 22:30. 

 

We demand:

 

☐ Real acoustic insulation (professional-grade enclosures, not surface wrapping)
 ☐ Noise reduced to under 5 dB above ambient levels inside residences
 ☐ Immediate action — no further delays
 ☐ Generators switched off at 20:00 on weekdays 

 

Last year, people did not go to see the watershow after 20:00. And yet, the show continued. That was an incredible waste of tax payers’ dollars and of energy. Six shows a night for 45 nights straight is so excessive. The festival should be reduced to 2 weeks because we simply do not have the interest of the public beyond that time. 

 

Bitan is a peaceful small community. There are young families and older grandparents who need rest and relaxation. There are also many people who work from home. This low-frequency vibration is constant and intrusive. It is known to increase stress and disrupt rest. It overpowers the peace in our homes. 

PLEASE CONTROL THE SOUND TO LEGAL LIMITS AND REDUCE THE NUMBER SHOWS PER NIGHT!!!

2. New Problem — New Floodlights Pointed at Homes

Two high-intensity floodlights have been installed on the walkway below our apartments. They are aimed directly at our homes. When residents turn off their lights to rest, these floodlights light up our interiors. There is no relief. This is a basic planning failure and is causing immediate distress.

We demand the immediate removal of the floodlights. There is no purpose to them being there. The original walkway lights illuminate the pathways sufficiently and they don’t cause migraine headaches. 

We are not asking to cancel the event. We are demanding basic respect to our living conditions.

 

Residents have the right to:

• quiet homes
• darkness at night
• protection from avoidable and aggressive noise.

We expect:

• Immediate corrective measures
• Clear timelines
• Verifiable results
