この署名で変えたいこと

現在、住民の合意と理解が十分に得られない中で、京都府北部の丹後半島の山々に巨大な風車を建設する計画が進んでいます。

京丹後市丹後町の依遅ヶ尾山一帯には、日本最大級の一基4300kwの出力を持ち、高さ最大180mの風車が15基、宮津市日ケ谷から伊根町菅野に同風車12基、京丹後市大宮町から峰山町の磯砂山一帯には一基4000kw、高さ最大170mの風車14基を建設する計画です。

依遅ヶ尾山は古代より修験道の霊場とされてきた霊峰、磯砂山は日本最古といわれる羽衣伝説が伝わり我が国の農耕文化のルーツとされる聖なる山です。日ケ谷や菅野エリアでは日本の原風景、里山の暮らしが継承されています。

巨大な風車の建設工事により、主に以下のような影響が心配されます。

【自然環境】絶滅危惧種のクマタカなどの希少な生き物の生息する自然環境や生態系への影響が懸念されます。川に土砂が流出することで、宇川のアユが住めなくなるおそれもあります。

【災害と暮らし】予定地は地質的にもろく地滑りや土砂崩れの頻発してきた場所であり、災害や事故の危険性が極めて高くなります。巨大風車による騒音、低周波音などによる周辺住民の健康被害が懸念されます。

【景観】予定地は山陰海岸ジオパークや丹後天橋立大江山国定公園の一部です。住民、移住者や旅行者をひきつける豊かな自然景観が大きく変わってしまいます。

私たちは、丹後半島の豊かで美しい自然環境を保全し、共生を保持し、これを次代に継承し、真に持続可能な未来を目指すため、今回の風力発電事業の中止を求めます。

WE, THE RESIDENTS, BUSINESS OWNERS, AND NATIVES OF TANGO (KYOTO BY THE SEA) REQUEST TO STOP THE LARGE-SCALE WIND FARM DEVELOPMENTS PLANNED IN KYOTANGO CITY, MIYAZU CITY AND INE TOWN

 

Currently, plans are underway to build several, giant wind farms across the mountains of Tango Peninsula in the northern part of Kyoto Prefecture, without the consent and understanding of the residents.


In the Mt. Ichigao area of Tango-cho (Kyotango City), Maeda Construction Industry Co., Ltd. is proposing to build15 windmills with a maximum height of 180 meters with a maximum output of 4300kw/h of electricity, which is one of the largest in Japan. The company is extending its farm project into the neighboring city of Miyazu, with 12 more wind turbines of the same scale & energy output capacity, in the rural village of Higatani. Simultaneously, in another part of Kyotango City, Shizen Energy Co., Ltd. plans to build 14 windmills with a maximum height of 170 meters with a maximum output of 4000kw/h in the Mt. Isanago area from Omiya-cho to Mineyama-cho.


Mt. Ichigao is a sacred mountain that has long been regarded as a sacred place for Shugendo since ancient times. Mt. Isanago with the legend of Hagoromo is also known to be the root of Japan's agricultural practice. In the Higatani and Sugano areas, the original Japanese landscape remains unspoiled, and the lifestyle of rural villages is still well preserved.


The construction work of these gigantic wind-power developments raises many concerns. Listed below are our main concerns among many:


【Natural Environment】
The negative impact this development may bring to our natural environment and ecosystems is undeniable. The rare, endangered species such as mountain hawk-eagle live in this area. When the earth is dug up and loose, the sediments flowing into the river will cause the river fish “Ayu” to die. Ukawa River is famous for its perfect habitat for Ayu, which is also one of the endangered species that only live in fresh, clean rivers.


【Natural Disasters and Living】
The planned sites are geologically very fragile where landslides have occurred frequently in the past, so the risk of natural disasters and accidents is extremely high. There are concerns about the health hazards of local residents due to noise from huge wind turbines and low-frequency waves.


【Scenic View】
The planned sites are part of San'in Coastal Geopark and Tango-Amanohashidate-Oeyama Quasi- National Park. The rich, natural landscape that enchants local residents, as well as new residents and travelers, will change its view dramatically.
We call for the suspension of this Large Scale Wind Farm Development in order to preserve the rich and beautiful natural environment of the Tango Peninsula, to protect our symbiosis with the nature around us, to pass on this treasure to our next generation, and most importantly, to aim for a truly,
