We are volunteers living in Hinohara Village and are working on this issue.
 
 
The total population of Tokyo is 13.9 million and the population of the village is about 2000. There are no trains or platforms in our village. Also, since there are many elderly people, the main sharing methods are posting leaflets and gathering by region. Until now, the methods of disseminating information have been limited and difficult.
 
We were suddenly informed of the industrial waste incinerator plan by a private company.
The planned construction site is upstream of the valley at an altitude of about 490M and is a water source.
The Tokyo Metropolitan Government and conference of experts will inspection the permission of this project.
And the final decision is Yuriko Koike, Governor of Tokyo.
At present, there is a chance that permission will be granted.
Our population of the village is about 2000.

Until now, the methods of disseminating information have been limited and difficult.
The power of our residents is not enough. We need your help.
 
Our challenge is to get more signatures from our natural environment lovers around the world and disallow construction of incinerators in the upper reaches of the valley.
 
The aim is to continue to operate the village in a sustainable manner, taking advantage of the natural environment as before.
What is Hinohara Village?
・ It is a quiet village surrounded by the Akigawa Valley, which is located upstream of the forest area of ​​Tokyo, and the green mountains, where about 2,000 residents live in harmony with nature.
・ About 50km away from the city of Tokyo, this village with abundant nature has 80% of its area designated as "Chichibu Tama Kai National Park".
・ The abundant nature itself has become a tourism resource, and in April 2018, it was certified as  "The overall concept for promoting Ecotourism nationwide area ”
More than 200,000 tourists visit our village every year.
 
・ In recent years, the "Hinohara Village Biomass Town Concept" has made the best use of the village's abundant forest resources. and the same time "Hinohara Village Regional Renewable Energy Introduction Plan" was announced, which aims to revitalize the region with renewable energy and reduce CO2 at the same time.
・ Despite these policies, a plan to construct an industrial waste incinerator, which is the exact opposite of the village policy so far, was suddenly announced.
・ The construction is planned by a private company in another city far away. The plan was proceeding without consensus building with us local residents.
・ The Henbori district, which is the planned construction site, is a scenic settlement with beautiful clear streams of the Minami Aki River and fields and private houses lined up on a sunny and gentle slope. It is also a place visited by many tourists.
・ In the surrounding area, there are the "Kazuma district" where hot spring inns and tourist facilities are lined up, and the mountain park "Hinohara Tokyo Citizens' Forest", which is a place of relaxation for the people of Tokyo.
・ The ridge road is used as a hiking course, and the road leading to the Tokyo Citizen's Forest is used as a course for bicycle hill climb competitions, making it a popular area for hikers and cyclists.
 
Thus, tourism-related industries are concentrated around the planned construction site.
This is a particularly important area in Hinohara Village.
We think it is a problem to build a large incinerator with a huge chimney as high as 45m in such an area.
There is no doubt that it will cause great damage to the landscape, the natural environment, and tourist operators.
This facility will continue to operate 24 hours a day. The maximum amount of industrial waste incinerated is about 35,000 tons per year, which is equivalent to the amount of waste generated by the village in about 41 years.
It is feared that smoke will reach neighboring Kanagawa and Yamanashi prefectures, and rainwater containing harmful substances will flow from the Minamiaki River to the Tama River and flow through the entire Tokyo metropolitan area.
 
・ If the forests and rivers of Hinohara Village are polluted, it means that the environmental and tourism resources of the people of Tokyo will be greatly damaged.
On prefectural roads with one lane on each side and many curves and poor visibility, transport vehicles including 74 large trucks make a round trip a day and carry a large amount of industrial waste and incinerator waste. This threatens the safety of the elderly and children in particular.
This incinerator plan risks completely destroying the safe and secure lives of the villagers.
This plan ignores the intentions of Hibara villagers and has a high risk of environmental destruction. This plan can only be disabled now.
 
The signature will be issued to the Governor of Tokyo and the Tokyo Metropolitan Assembly, which are licensees, around July.
We ask for your support, signature, and cooperation in disseminating information.
The goal of the signature is to reach more than 100,000 to attract the attention of the Governor of Tokyo. Thank you for your cooperation.
