11月から始めた活動と2024年の活動の計画をまとめました。：
2023年：

• 11月頭：「東京都市計画河川第8号善福寺川(善福寺川上流調節池(仮称))」の素案説明会資料をトンネル（「都市計画変更素案のあらまし」資料に書かれている、スライド16の緑の線）からの両幅30m、川沿いの住宅の両幅、建築施設（ピンクで示されているもの）から半径200mの住民に13,000部、東京都建設局が配布したものの、届いていない、この計画のことを知ったのはほんの一部の住民で、ほとんどの住民は知らされていなかったということが分かりました。
  私達もその中の一人でした。
• 11月13日：杉並区、岸本区長に、東京都に素案の説明会をもってもらうよう、要望書を提出しました。「流域治水の観点から住民の思いをくみ取って頂き、住民の知らない内に進行する事業を一旦ストップして、この計画の全住民への周知徹底を図り、その上でこの計画の是非を住民を含めて判断することを要請」
• 11月29日：この計画のことを幅広い方達に知ってもらうよう、署名活動を行い、紙署名2,500名、オンライン署名10,000名、集めました。
• 11月30日：東京都都市整備委員会東京都都市整備局　都市基盤部部長答弁/東京都議会で都市整備委員会が開催されました。東京都市計画河川第８号善福寺川が、私達の声も届かず、強硬に「素案」から「案」へと格上げされました。
• 12月1日、2日：オープンハウス形式の説明会を東京都建設局が（住民同士の意見が聞ける一対多の説明会ではなく、説明パネルを展示し、質問を自由に受け付けるというもの。）これは、8月23日の説明会で配らた資料と全く同じものを説明され、詳細の説明はありませんでした。
• 12月4日：破壊/住居立ち退きを迫られる３地域の住民代表が揃って杉並区役所を訪れ、区長宛に要望書を提出しました。東京都に対し1万人を超える署名を提出したにも関わらず、案への格上げを強行されたことも報告しました。
• 12月5日：プレスリリース
• 12月6日：都庁記者クラブ記者会見を行いました。
• 12月13日：国交省記者クラブで記者会見を行いました。
• 12月1日～15日：「東京都計画河川　第8号善福寺川」について意見書を提出しました。

2024年：

• 1月16日：杉並区都市計画委員会が14:00~におこなわれます。議題は「東京都市計画河川第8号善福寺川の変更について(案)」
• 2月6日：東京都市計画審議会

計画はどんどん進んでいますが、以下のものを求める為に私達は署名活動を続けます。

• 丁寧な説明会を求め続ける：個別ではなく、工事に直接影響される者だけのためのものでもない、東京都に一旦全ての計画の進行を止め、周知徹底、そして地域社会との丁寧な対話をするよう求める必要があります。
• 計画手段は他にもあるか？：現行の巨大な土木工事こそ、多くの区民の精神・生活を蝕むものであり、グリーンインフラは、自然や暮らしと調和するものだと私達は考えています。（雨水浸透桝の設置や適切な植栽を含む）

来年は私達、住民一人一人の声が東京都に届くことを願います。
又、善福寺川緑地公園のロケット公園および、関根文化公園をつぶしてまで子供の遊び場を奪うこの工事が、小池都知事が力をいれている少子化対策に反しているということをわかって頂けるといいですね。

2023 is almost coming to an end! 
With this, we would to express our upmost gratitude to you, for your cooperation in signing the petition for a detailed explanation and re-review of this construction plan, and submitting your opinions to the Tokyo Government. 

Herewith, a summary of the activities we started in November and our plans for 2024. 
2023:

• Beginning of November:
  13,000 flyers of "Tokyo Urban Planning River No. 8 Zempukuji River (Zempukuji River Upstream Regulating Pond (tentative name)" informing residents impacted by this construction, including the 30m width on both sides from the tunnel (the green line on slide 16, written in the "Outline of Draft Urban Planning Changes" material prepared by Tokyo Bureau of Construction), both sides of the houses along the river, and the radius of 200m from building facilities (shown in pink) were supposedly posted to these households. However, many residents had not received this flyer, and only a small percentage of residents were made aware of this plan. We are one of the neighbourhoods that had not received these flyers. 
• November 13: We submitted a written request to Suginami Ward Mayor Kishimoto to have the Tokyo Metropolitan Government hold a briefing session on the draft plan. We requested that the Tokyo Metropolitan Government "take into account the wishes of the residents from the viewpoint of watershed flood control, stop the project that is proceeding without the residents' knowledge, make all residents aware of the plan, and then make a decision, including the residents, on the pros and cons of this plan."
• November 29: 2,500 paper signatures and 10,000 online signatures were obtained to petition for a detailed explanation session and reconsideration of this plan. 
• November 30: Tokyo Metropolitan Government Urban Development Committee meeting: Tokyo Metropolitan Government Urban Development Bureau, Urban Infrastructure Department Director's reply/ Tokyo Metropolitan Government Urban Development Committee meeting was held at the Tokyo Metropolitan Assembly. Tokyo Urban Planning River No. 8, Zempukuji River, was forcefully upgraded from "draft" to "proposal" without our voice being heard.
• December 1, 2: The Tokyo Metropolitan Government Bureau of Construction held an open house style briefing (not a one-on-one briefing where residents can hear each other's opinions, but an explanatory panel display, where questions are freely accepted). This was explained in exactly the same materials handed out at the August 23rd briefing, with no detailed explanations provided.
• December 4: Representatives of the residents of the three areas that are facing destruction/eviction from their homes all visited the Suginami Ward Office and submitted a written request to the ward mayor. We also reported that despite submitting over 10,000 signatures to the Tokyo Metropolitan Government, they were forced to upgrade the proposal to a draft.
• December 5: We issued a press release
• December 6: Press conference held at the Tokyo Metropolitan Government Press Club.
• December 13: Press conference was held at the MLIT Press Club.
• December 1-15: Opinion submitted on "Tokyo Metropolitan Government Planned River No. 8 Zempukuji River".

2024:

• January 16: Suginami Ward Urban Planning Committee meeting will be held at 14:00~. The agenda is "Tokyo City Planning River No. 8 Zempukuji River (Draft)".
• February 6: Tokyo City Planning Commission

The plan is moving forward, but we will continue to sign the petition to demand the following:

• Demand careful briefings: Not individually, not only for those directly affected by the construction, but an inclusive detailed explanation session needs to be had. We demand the Tokyo Metropolitan Government to halt the progress of all plans and engage in careful dialogue. 
• Could other plans be explored?: We believe that the current massive civil engineering works are what undermine the spirit and livelihood of many ward residents, and that green infrastructure should be in harmony with nature and livelihood. (including installation of storm-water infiltration basins and appropriate planting).

We hope that the voices of each and every one of us residents will be heard by the Tokyo Metropolitan Government next year.
We also hope that they will understand that this construction, which will destroy Rocket Park in Zenpukuji River Green Park and Sekine Culture Park, and deprive children of a playground, is contrary to the measures that Governor Koike is focusing on to combat the declining birthrate.
