私たちは「佐倉市教育委員会・O先生過労自死裁判を支援する会」です。
2013年12月27日、千葉県佐倉市教育委員会指導課で指導主事として勤務していたO先生は、自ら命を絶ちました。
O先生は1988年に千葉県教育委員会に採用され、井野中学校、西の原中学校、酒々井中学校の3校で、合わせて21年間にわたり中学校教諭として勤務しました。理科や学級担任を担当し、剣道部の顧問も務めました。きめ細かな指導のできる熱血漢として、多くの生徒や保護者、同僚から信頼され、慕われる先生でした。
2009年、O先生は佐倉市教育委員会の指導主事となり、持ち前の明るさと誠実さをもって職務に励みました。2013年には、5人の指導主事を束ねる立場になっていました。
しかし、指導主事として勤務して5年目となる2013年12月末、O先生は自ら命を絶ちました。
遺族は、O先生が過重な業務を負い、上司から十分な支援を受けられず、さらに教育長からのパワーハラスメントを受けたことなどによって精神障害を発症し、自死に至ったとして、佐倉市の安全配慮義務違反を問う民事訴訟を千葉地方裁判所に提起しました。
千葉地方裁判所では約3年半にわたり、口頭弁論、公開の進行協議、さらに2日間にわたって7人の証人に対する計約8時間の尋問が行われました。
私たちは、この裁判について多くの方々に知っていただき、公正な審理と判断を求めるため、千葉地方裁判所に向けた署名活動を行いました。
その結果、紙の署名とオンライン署名を合わせて12,924筆もの署名が集まりました。
日本全国のみならず海外から寄せられた一つひとつの署名には、O先生の死を決して無駄にしてほしくない、教育現場で同じような出来事を二度と繰り返してほしくない、そして裁判所には事実に基づいた公正な判断をしてほしい、という思いが込められていました。
しかし、千葉地方裁判所は、O先生の過重な業務を示すものとして原告側が提出した証拠や主張を認めず、原告側の請求を退ける判決を言い渡しました。
私たちは、この判決は、長期間にわたる審理の中で明らかにされてきたO先生の勤務実態や職場環境を十分に評価していない不当な判決であると考えています。
ご遺族の喪失感と無念さは、計り知れません。
O先生が亡くなってから長い年月が経ちました。しかし、この裁判はO先生一人だけの問題ではありません。
学校や教育委員会で働く教職員が、過重な業務や職場での強い心理的負担によって心身を損ない、命を失うようなことを二度と起こしてはなりません。そのためにも、何がO先生を追い詰めたのかを丁寧に検証し、事実に基づいて判断することが必要だと私たちは考えています。
遺族は千葉地方裁判所の判決を不服として控訴しました。
私たちは東京高等裁判所に対し、千葉地方裁判所で提出された証拠や証言をあらためて十分に検討し、O先生の勤務実態と職場環境について公正な審理を行い、事実に基づいた判断をしていただくことを求めます。
そして、O先生の名誉が回復され、この裁判が教育現場における過労自死を二度と繰り返さないための一歩となることを願っています。
O先生を慕う教え子や保護者の皆様、O先生とともに教育現場で働いた教職員の皆様、そして教職員の過重労働や過労死・過労自死の問題に関心を寄せるすべての皆様。

Petition Calling for a Fair Judgment in the Case of Mr. O’s Death from Overwork
We call on the Tokyo High Court to conduct a fair and thorough review of the case.
We are the Support Group for the Lawsuit Concerning the Death from Overwork of Mr. O, an employee of the Sakura City Board of Education.
On December 27, 2013, Mr. O, who was working as an educational supervisor in the Guidance Division of the Sakura City Board of Education in Chiba Prefecture, took his own life.
Mr. O began his career with the Chiba Prefectural Board of Education in 1988. Over the next 21 years, he taught at three junior high schools — Ino Junior High School, Nishinohara Junior High School, and Shisui Junior High School — where he taught science, served as a homeroom teacher, and coached the kendo club.
He was known as a dedicated and passionate teacher who cared deeply about his students and provided thoughtful, attentive guidance. He was trusted and respected by many students, parents, and colleagues.
In 2009, Mr. O became an educational supervisor at the Sakura City Board of Education. He approached his responsibilities with his characteristic optimism and sincerity, and by 2013 he had taken on a leadership role overseeing five educational supervisors.
However, in December 2013, during his fifth year working at the Board of Education, Mr. O took his own life.
His family subsequently filed a civil lawsuit against Sakura City, alleging that the City had breached its duty of care. They argued that Mr. O had developed a mental health disorder and was ultimately driven to take his own life as a result of an excessive workload, insufficient support from his supervisors, and workplace harassment by the Superintendent of Education.
The proceedings at the Chiba District Court lasted approximately three and a half years. They included oral arguments, public proceedings, and approximately eight hours of testimony from seven witnesses over two days.
During the District Court proceedings, we launched a petition calling for a fair examination of the case.
Thanks to the support of people across Japan and beyond, a total of 12,924 signatures were collected through our paper and online petitions and submitted in support of our call for a fair judgment.
Every signature represented a shared hope: that Mr. O’s death would not be in vain, that similar tragedies would never again occur in the education system, and that the court would carefully examine the facts and reach a fair judgment.
However, the Chiba District Court rejected the plaintiffs’ claims. The court did not accept the evidence and arguments presented by the plaintiffs concerning Mr. O’s excessive workload and the circumstances of his working environment.
We believe that this ruling was unjust and that it failed to give sufficient weight to the evidence presented during the lengthy proceedings regarding Mr. O’s workload and working conditions.
The grief and sense of injustice felt by his family are immeasurable.
Many years have now passed since Mr. O’s death. But this case is not only about one individual.
Teachers and other education professionals should not be placed in working environments where excessive workloads and severe psychological pressure put their health — and their lives — at risk.
We believe it is essential to carefully examine the circumstances that led to Mr. O’s death and to establish, based on the evidence, what happened in his workplace.
Mr. O’s family has appealed the Chiba District Court’s decision.
We respectfully call upon the Tokyo High Court to carefully reconsider the evidence and testimony presented in this case, to fully examine Mr. O’s actual workload and working environment, and to reach a fair judgment based on the facts.
We hope that the proceedings will restore Mr. O’s honour and that this case will contribute to preventing further deaths caused by overwork in Japan’s education system.
We ask Mr. O’s former students and their families, educators who worked alongside him, and everyone concerned about excessive workloads, karoshi (death from overwork), and work-related suicide among educators to support this petition.
