この署名は奄美大島龍郷町芦徳に持ち上がったロイヤルカリビアン（RCL社）22万トン巨大クルーズ船寄港地建設計画に反対するために立ち上げました。
いまの美しい奄美の自然と居心地の良いコミュニティは私たちにとって宝であり、どうしても守りたいのです。

まずは、RCL社側の資料をもとに情報をまとめてみました。

【RCL社による奄美大島へのクルーズ船寄港計画の概要】
現在建造中で2018年完成予定の世界最大級のクルーズ船が上海から九州に向かう途中で奄美に寄港する計画。そのために奄美大島龍郷町芦徳の浜に350mの桟橋を建造し、中国人観光客のために芦徳半島はテーマパークにするという。

寄港を予定しているクルーズ船…
226,000トン、全長362m、幅65m、高さ72m、81,500馬力のエンジン
（比較として、世界最大のニミッツ級原子力空母より大きい）
乗客は中国人5,400名（乗組員2,100名）

奄美大島の総人口約60,000人
龍郷町の人口約6,000人（65歳以上は1,800人）
芦徳集落の人口約300人
つまり、寄港日は龍郷町にいる人の半分以上が中国人になります。

また、建設予定地とその周辺地域は”今の奄美が好き”な地元住民や観光客の憩いの場。静かな生活環境が人気のエリアです。

≪2016/7/13加筆≫
RCL社は本計画にてWWFと連携して環境問題に取り組んでいると住民・町長等に文書や口頭で説明してきましたが、7/6WWFジャパンHP上でWWFが正式に本計画におけるRCL社との連携を否定する声明を出しました。
RCL社もこれを認め”誤解を与えたなら遺憾である”とコメントを出しました。
にもかかわらず徳田町長は7/11取材に対し”地元推進派関係者が’WWF内の連携が取れていないようだ’と言っている。推進の方針に変わりはない”と述べました。
7/12サイト管理者（私）がWWFジャパンに問い合わせたところ、『7/6のWWFの声明が正しい』と確認が取れました。

“龍郷湾を守る会”は、龍郷湾における巨大クルーズ船寄港地建設計画に以下の理由から反対します。

１．龍郷町の誇りである、手つかずの自然を守りたいからです。

奄美大島は、環境文化型国立公園の指定、世界自然遺産への登録を目指しています。
地域住民は日常生活の中に自然を感じることのできる現在の環境に満足しています。
奄美に観光で訪れる方は、素朴な情景を求めて来島しており、きらびやかさや豪華さは求めていません。
龍郷町民約6,000人に対して、中国人観光客5,400人プラス乗組員2,100人という、島のキャパシティを超えた規模の船が来たなら、奄美ならではの心地良さを壊してしまうでしょう。
雇用拡大や移住促進のために行おうとしているクルーズ誘致は、反対にこれらから遠ざける方法です。

 また建設予定地は“2015年世界の新種トップ10”に選定されたアマミホシゾラフグ（求愛のためミステリーサークルを作るフグ）の繁殖地であり、極めて貴重な海域です。

 

２．現在も住民が利用している海域だからです。

龍郷湾は現在もダイビング、シーカヤック、ウインドサーフィン、SUP等のマリンスポーツが盛んです。建設予定地には漁協の“サンゴ育成場”“モズクの藻場養成場”があり、現に漁業者が使用している場所です。
このような場所で自然環境を破壊する計画はもってのほかです。

 

３．周辺住民（芦徳・赤尾木等）への対応が極めて不誠実だからです。

町民への説明もせず、建設予定地の芦徳集落の住民投票に責任を押し付けたり、一部の建設業者や推進派町議が結託し、龍郷町長も民意を聴く前に賛成表明をするなど、ずさんな対応のまま計画が進行しています。
本計画で利益を受ける一部の業者の意のままに動く行政の対応は、決して許されるものではありません。

この計画、様々な面で奄美大島の受け入れキャパシティをはるかに超えていると思います。自然環境ももちろんですが、特に一般住民への生活面での悪影響が大きすぎます。
一部の業者のメリットが、その他大勢のデメリットの上に成り立つような計画はやめるべきです。

”中国人の観光地”のイメージがつくと、日本人観光客や日本人移住者は必ず減少します（差別的な考えではなく、島の規模と対応力の問題です）。現在移住してきているIターン者も、生活環境の悪化があれば島外への転居を考えざるを得ません。

この計画でブランド力がつくのはロイヤルカリビアン社だけで、奄美のブランド力は低下します。

素晴らしい自然とコミュニティ、集落行事を大切に維持・復活し、すべての住民が幸福に穏やかに暮らせるような“身の丈に合った”地域づくりを目指していきますので、ぜひ署名よろしくお願いします。

Tatsugo bay protection group.

Due to the below reasons, we reject the mega cruise & port project.

1. Tatsugo bay is a precious gem. And shall be preserved as such. Amami Oshima is on track to be listed as Unesco world heritage site and to be protected as such. And to be taken up as National park and to be protected as such. We are satisfied with the current state of our environment where nature is merged with our daily life. Why tourists come to Amami is to see the beautiful and unspoiled nature, Not for seeing fancy architecture.

For a town like Tatsugo with a population of 6000 citizen. It would be to exceed our capacity to bring cruise ships with 5400 passangers and 2100 crew members. It would destroy our environment witch we hold dear.

Local town administration of Tatsugo have been positive towards this project arguing that Tatsugo needs to attract more people to move in and to create more jobs. We believe this project will do the opposite in both regards.

On the location of the project is directly on the breeding area of the extremely rare Torquingener albomaculosus Matsuura puffer fish. On the top 10 new species for 2015. The area is regarded as most precious. 

2. The Tatsugo bay is currently being utilised by locals. Every day it is being used for Marine sports, including Diving, sea kayaking, wind surfing, Stand up paddling etc.

Fisherman’s cooperative is using the bay for farming mozuku seaweed. And farming chorals.

We can not allow the destruction of this natural environment.

3. Local town administration of Tatsugo is being extremely dishonest to its residents.

They didn’t provide very limited information and no unbiased information regarding the project and delegated the responsibility to take a decision onto the residents of Ashitoku. ( Ashitoku is the location of the project )

One of the appointed construction companies for the project and local politicians positive to the project team up and Tatsugo Town mayor showed his approval of the project before listening to any of residents opinion. This project was not started correctly and is still ongoing.

The only direct benefactor of this project is the construction company. Its unacceptable to have local politicians only to support one construction companys benefits and disregard the effects of other businesses and residents.

This project size is on several aspects well out of Amamis capacity. Ofcourse our natural environment is threatened, but also strongly affect the normal life of residents in an undesirable and unacceptable way.

This project must be stopped. The downsides of this project are considerable and affect the many.the upside of this project are for the very few.

If the image of Amami being a sightseeing spot for Chinese. The amount of people moving in will be negatively affected.

This is not derived from peoples prejudices about the Chinese but rather the overly large volume of cruise tourists.

Currently we are seeing people move in to Amami, but if the living environments are changed to worse we can expect people moving out of Amami instead than in.

With this project, the brand of Amami will loose value. The only winner on brand strengthening is Royal Caribbean international. Our target is a fabulous nature and to continue and revive local traditional activities for every residents happy and peaceful life in our local community.
