11/5に留学生の入国緩和条件が発表されました。　

しかしこの内容は留学生、日本で留学生を待っている関係者の多くが理解できないものでした。

発表された内容で再度検討して頂きたい内容は以下の部分です。

『入国者に交付された在留資格認定証明書の作成日が、以下に定める期間内であること。 令和3年11月の利用対象者→2020年1月1日から2020年3月31日 令和3年12月の利用対象者→2020年1月1日から2020年9月30日
令和4年 1月の利用対象者→2020年1月1日から2021年3月31日
令和4年2月以降の利用対象者は、実施状況等を踏まえつつ、決定する。

 ※ 利用対象者とは、当該月に業所管省庁に対して申請を行うことができる者をいいます。
このため、在留資格認定証明書の作成日が上記期間の後の者について申請することはで
きません。』

この内容は長い期間入国を待っていた留学生には耐えられない内容です。

在留資格認定証明書の作成日順ではなく状況に応じた入国条件を要請します。

具体的には以下の内容のように入国条件を変更する等の検討を要請します。

①1年制などの通学期間や卒業見込み日などの事情も考慮すること

※発表された上記内容では22年3月に卒業見込みの留学生は1月以降に審査の申請、ビザ申請、入国後の隔離がありわずかな期間しか日本で過ごすことができないこととなるために留学を諦めた人が多くいます。

②入国優先順番を付ける際は2021年以降の全対象者が1月まで申請不可ではなく、留学の準備を整えている人は卒業見込み日などを考慮した優先順番に沿って1月前に枠があれば１月前にも申請可能にすること

③入国枠がなかった場合は１月より前に申請を行い、１月になった際には迅速に入国をさせること

④早期申請が不可であれば、1月以降に手続きを完了し、ビザ取得後は入国できる確約をすること（待機中に昨年同様、入国禁止にならないか不安に感じる為）

以上のような点について見直しを求めます。

留学生の中にはまだ行ったこともない家の家賃を支払っている人も多く、高い授業料もあるので全留学生にとって経済的負担がかかっています。

そんな状況をもっても在留資格認定証明書の作成日順に入国というのは納得ができません。

留学生の声に耳を傾け、業務的な発表ではなく留学生・関係者に寄り添った内容への見直しを強く要望します。

Entry requirements for international students were announced by the Japanese government on 05/11/2021.
However, the requirements were incomprehensible to most of the international students and the persons concerned who are waiting for the international students in Japan.

“Certificate of Eligibility issued from 01/01/2020 to 31/03/2020→Apply from November 2021
Certificate of Eligibility issued from 01/01/2020 to 30/09/2020→Apply from December 2021
Certificate of Eligibility issued from 01/01/2020 to 31/03/2021→Apply from January 2022
Certificate of Eligibility issued from 01/04/2021→Decide on the basis of the state of implementation”

This is unbearable for international students who are waiting for a long time.
We kindly request the Japanese government to allow the entry of international students not only by the issuance date of Certificate of Eligibility.

Below are the details of which we would like the Japanese government to reconsider.

① Special circumstances such as 1 Year Diploma Courses and graduation dates should also be considered while deciding the priority of entry application.
There are already international students who are expected to graduate in March 2021 giving up because there will be very little time left after applying on or after January 2022, obtaining the visa, entering Japan, and completing the quarantine.　

② The priority of entry should not prohibit international students with Certificate of Eligibility issued from 30/09/2020 from applying for entry. If there are quotas left (the number of people who actually applied for lower than 5,000 people per day), international students who are already geared up for entering Japan, should also be allowed to apply before January 2022 in accordance with the sequence of the issuance date of Certificate of Eligibility and special circumstances such as 1 Year Diploma Courses and graduation dates.

③If there are no quotas left before January 2022, the application should be allowed before January 2022, in order that international students with Certificate of Eligibility issued from 01/01/2020 to 31/03/2021 and special circumstances such as 1 Year Diploma Courses and graduation dates could obtain visa quickly and enter soon in January 2022.

④If there are difficulties to allow early application, commitment that guarantees that international students with Certificate of Eligibility issued from 30/09/2020 will be able to finish the entry application, obtain the visa and enter Japan should be made, due to the doubt of being banning again while waiting.

International students are paying expensive tuitions and even rents, while they are not even able to go to their schools. Some of the international students are forced to give up or graduate without actually going to their schools, and others are not able to decide how to move on with their lives due to the uncertainty of entry.

With this situation in mind, allowing the entry of international students only by the issuance date of Certificate of Eligibility is incomprehensible.

We respectfully but strongly request the Japanese government to listen to the voice of international students, reconsider the entry requirements and revise it to new rules that are considerate of the international students and the persons concerned.
