沖縄ジュゴンをまもり辺野古新基地建設中止を求める第2次署名は11月26日に防衛省に提出します。一筆でも多く集めたいです。みなさまのご協力をお願いします。　　　　　　　　　　

We request the protection of the Okinawa dugong and the cancellation of the construction of the new Henoko base. This signature will be submitted to the Ministry of Defense on November 26th. Thank you for your cooperation.

１．辺野古大浦湾の埋め立て工事を中止し、沖縄ジュゴンの調査を行うこと。

２．「ジュゴン絶滅論文」を執筆した環境監視等委員会の委員3名を解任すること。

３．ジュゴンの鳴音音響データを公開すること。

　目標は5万筆（第一次は紙版、英語版含め3万2千筆です）　集約は11月末です。玉城デニー知事の設計変更不承認とつながって、必ず政府を動かしたいです。

(We call on the Japanese government to)

1. Stop Henoko base construction immediately and begin honest research on the Okinawa Dugong;

2. Relieve the three members of the Environmental Monitoring Committee, who co-authored an article claiming the extinction of the Okinawa dugong population, from the Committee;

3. Release the recordings of what are considered to be dugong calls detected near the construction area in Oura Bay.

 （要請理由）

  2021年1月から5月に、沖縄ジュゴンをまもるため、辺野古埋め立て工事中止、2020年2月から8月に大浦湾で確認されたジュゴンの鳴音音響データの公開などを求める署名を行いました。この署名はネット版、紙版合わせて32000筆集まり、5月28日に防衛省に提出しました。　

    提出の前日の5月27日、埋め立て工事に関する環境保全を防衛省の下で議論する「環境監視等委員会」に所属する3名の学者を含む5名の学者が、「沖縄のジュゴンは2019年に絶滅した」との論文を英国の科学誌に投稿したことが明らかになりました。

    しかし沖縄のジュゴンは生きています。環境省の調査でも、昨年6月古宇利島の海域で食み跡が確認されています。英国の科学誌編集部も科学的な観点から「大幅な改定」を「絶滅論文」著者に要求しています（7/13）。

   5月28日の署名提出時の交渉で防衛省は「絶滅」を否定し、「論文は研究者個人の活動」との見解を繰り返しました。しかしその後の「環境監視等委員会」の議論でも、「絶滅論文」に関する見解を、執筆した委員に問う議論はなされていません。

「沖縄ジュゴンは絶滅した」と考えている委員に、ジュゴン保全策を議論する資格はありません。すぐに解任するべきです。伊波洋一議員は6月参議院外交防衛委員会で岸防衛大臣に「環境監視等委員からの解任」を要求しました。防衛省は環境省とも協力し、行方不明2頭を中心とするジュゴンの調査を行うべきです。

　防衛省は大浦湾のサンゴの「移植」を開始しました。夏季にはサンゴが弱るため作業を行わないという沖縄県との約束も全く無視です。「移植」されたサンゴは毒性のある樹脂系の接着剤で岩場に貼り付けられています。「移植」先には別のサンゴが生息しています。それぞれの種類に適した生育の条件があるところで、サンゴは育ちます。「移植」サンゴが死滅する可能性が高いばかりか、先住のサンゴの生存条件も脅かします。これは「移植」ではなく「破壊」です。

　辺野古大浦湾の埋め立てが、生物多様性に富む環境を破壊することが、ますます明らかになっています。だからこそ沖縄防衛局は無謀な工事を急いでいます。

　沖縄ジュゴンを守り、玉城デニー知事の埋め立て設計変更不承認を支持する世論を大きくし、埋め立て工事の中止を実現しましょう。以上より、防衛省・沖縄防衛局に上記3項目を求めます。

(Explanations for our Demands above)

In May 2021, five Japanese authors submitted an article for review to the Scientific Report, a respected scientific journal based in England. Titled “①Local Extinction of an Isolated dugong population near Okinawa Island,”the article claimed that the population of the Okinawa dugong became extinct in 2019. The claim was made based upon Population Viability Analysis and Minimum Variable Population analyses.

This claim does not hold up, however. The ②Okinawa prefectural government and　　　③Japanese Ministry of the Environment have found dugong feeding trails around Okinawa Island and the islands of Miyako and Yaeyama in recent years (as recent as 2020). In fact, in July, the Scientific Reports’ reviewers recommended that the article need “major revisions.” (We have not seen a revised version yet)

One could regard the article as a scientific misstep due to the authors’ disregard for the rigorous process of extinction designation and the reports of the Environmental Ministry and Okinawa Prefecture. However, when one considers who the authors are and the fact that ④ the dugong has been a critical species in civil society’s opposition to the Japanese Defense Ministry and U.S. Department of Defense’s construction of a U.S. military base at Henoko-Oura Bay in Okinawa, the article reveals its troubling significance.

Of the five authors, three, including the lead author, are currently on the ⑤ Environmental Monitoring Committee set up by the Okinawa Defense Bureau for monitoring the impacts of the base construction on the environment. One is a former member of the Committee. Since its inception in 2014, the Committee has maintained that the base construction has no adverse impact on the environment, including the dugong and corals. ⑥ The Committee’s “no adverse impact” claim has enabled the Okinawa Defence Bureau to continue its base construction and destruction of the environment. Curiously, the extinction article does not mention anything about the base construction.

In other words, if the declaration of the dugong’s extinction in the article had been accepted by the Scientific Reports, the Committee could have contended that it would no longer bear responsibility for the Okinawa dugong in relation to the base construction.

We are extremely concerned with the Environment Monitoring Committee’s lack of scientific integrity which has allowed the ongoing destruction of the environment by the base construction. We thus make the three demands expressed above to the Japanese government.

P.S. From January to May 2021, over 32,000 people worldwide joined our Change.com campaign, demanding the Japanese government to release the recordings of what the government expert consider those of dugong calls recorded near the military base construction in Oura Bay, Okinawa Island. We submitted the signatures to the Japanese government on in May. Our campaign shows our determination to protect the Okinawa Dugong and the Environment of Henoko-Oura Bay.
