私たちの地元、京都市の美しい宝ヶ池公園は、緑豊かな自然と共に多くの観光客や地域住民に癒しの場を提供しています。この公園に生息する鹿たちは、私たちの生活の一部であり、自然との共生を象徴する存在です。しかし、この鹿たちがこの年末までにすべて駆除されるという信じられないことがすでに起こり、すでに半分は駆除されてしまいました。くくり罠のため足をちぎって逃げる鹿も多く、３本脚の鹿も複数見つかっています。

この鹿の駆除計画の背景には、農作物への被害や交通事故などがあるとされていますが、京都市からは過去一件しか死亡事故は公表されておらず、個体識別してもすでに30頭いるかいないかであり、人を察知したら逃げるような状態。また住宅地の多いこのエリアで、大規模な農業はされておらず、農作物の被害は限定的と推察されます。

これらのことから鹿を全頭駆除することは過剰な対応です。この計画により、貴重な自然生態系が失われるだけでなく、観光資源としての価値も大きく損なわれることでしょう。また、駆除は一時的な解決に過ぎず、根本的な問題を解決するためには、別の方法を検討する必要があります。

例えば、被害を減らすために鹿の生息範囲を管理したり、交通事故を減らすために道路に警告標識を設置するなどの、より持続可能な方法があります。また、地域住民や専門家と協力して、共存できる環境を築くための対策を講じることも重要です。地元住民である私たちが、声を上げ、共に行動することで、宝ヶ池公園の豊かな自然を守りましょう。

宝ヶ池公園の鹿駆除計画を撤回し、地域と共に持続可能な解決策を探るよう、京都市に要請します。どうか、この大切な場所を守るために、この署名をもって一緒に声を届けてください。

下記を求める署名です。

１．情報公開の不備  

「予察駆除」と表記された取り組みについて、実施の目的、目標個体数、被害データや評価指標、等の具体的で十分な情報が開示されていないことは、市民の知る権利および行政の説明責任を欠いています。これらを速やかに公開してください。

２．くくり罠の倫理性・安全性への懸念  

くくり罠は動物に長時間の苦痛を与える可能性が高く、私見ながら倫理的に許容できない手法です。実際に私は、くくり罠から逃れた鹿が足を失い、その恐怖から暴走する姿を何度も目撃しており、動物福祉上重大な問題と考えます。さらに、くくり罠は人間や愛玩動物、駆除対象でない野生動物にも被害が及ぶ危険性があります。これらのリスク評価と、苦痛軽減の具体的措置（迅速回収・止め金具等）の有無を示してください。

３．代替策の不十分さ  

現地での被害防止として、防護柵の設置、被害を増幅する植物の整理・植栽による食害抑制、非致死的な個体管理（追い払い・不妊化の検討）など、より共存を志向した手法が十分に検討・実施されているとは認められません。これらを比較検討した報告書・費用対効果の資料を公開し、なぜ現行の方法が優先されたのか説明してください。

４．被害の実態に関する疑義  

本市が駆除事業の根拠としている「交通事故等の被害」が実態として存在しない、もしくは限定的である可能性があると感じています。根拠となる被害記録（日時・場所・被害状況）を示し、駆除の必要性が客観的に裏付けられているかを明らかにしてください。

５．住民・市民参加と透明なモニタリングの要求  

駆除実施前および実施後の影響評価（生態系・動物福祉・地域生活への影響）およびその結果に基づく改善策の公表を求めます。また、市民説明会（公開の場）を開催し、意見聴取の機会を設けてください。

Takaragaike Park in Kyoto is a cherished natural space for local residents and visitors alike. The deer living there are part of the park’s ecosystem and a symbol of coexistence with nature. However, Kyoto City has begun a plan to exterminate all deer in the park by the end of this year, and about half have already been killed. Some deer have been found with severe injuries, including individuals that escaped from leg-hold traps with their legs torn off.

According to the city’s own explanations, there has only been one fatal traffic accident involving deer in the past, and agricultural damage has not been reported. The population is estimated at around 30 individuals, and they generally avoid humans. Under these circumstances, a full eradication is an excessive and unnecessary measure that threatens the park’s ecosystem and undermines its value as a natural and cultural asset. Sustainable alternatives—such as managing habitat ranges, installing warning signs to reduce traffic accidents, and improving coexistence measures—should be prioritized.

We call on Kyoto City to withdraw the culling plan and work with experts and residents toward humane, transparent, and sustainable wildlife management.

We request impact assessments before and after any wildlife management actions and the publication of results. The city should also hold public briefings and provide opportunities for residents to express their views.
